In Trb. 1989, 87 dienen in de Engelse tekst opnieuw correcties te worden aangebracht.

Op blz. 8, onder 6.3, dient „protection” te worden vervangen door „Protection”.

Op diezelfde bladzijde, onder 7.3, dient „Tol” te worden vervangen door „Toll”.


In overeenstemming met artikel 9, derde lid, van de Overeenkomst heeft de Secretaris-Generaal van de Verenigde Naties de door de regering van Duitsland voorgestelde wijzigingen van Bijlage II bij de Overeenkomst, op 25 februari 2015 ter kennis gebracht van alle partijen. De Engelse tekst1) van de artikelen IV.4.2, IV.4.4 en IV.7.2, zoals gewijzigd, luidt als volgt:

IV.4.2. Variable message signs

Variable message signs shall be used in accordance with the international conventions and agreements in force.

Variable message signs shall be as comprehensible as static road signs, and be legible by day and night to drivers in all lanes. In particular, variable message signs may be used where special road safety requirements and/or road capacity problems exist.

IV.4.4 User information

Up-to-date information on road and traffic conditions should be transmitted to road users by appropriate means (e.g. variable message signs). Possibility of receiving such information in tunnels is advisable. Contracting Parties should endeavour to harmonize the content and presentation of road and traffic conditions information as far as possible.

IV.7.2 Service areas

Service areas adapted both to the site and to its users (e.g. tourists, road hauliers) and away from interchanges shall provide a minimum of services such as parking space for trucks, buses and cars, fuel, restaurant and toilets with easy access for physically disabled persons.

Due to the increasing number of vehicles in international traffic using alternative energy propulsion systems, it is also desirable to provide refuelling points for Compressed Natural Gas (CNG), Liquefied Petroleum Gas (LPG), hydrogen (H2), Liquefied Natural Gas (LNG), and electricity.

These areas should be provided at appropriate intervals, taking into account, among other things, the volume of traffic; a sign indicating the approach to a service area should also indicate the distance to the next service area and the type of services available.

All traffic and parking areas shall be separated from the carriageway(s) of the E-road.

De wijzigingen van 25 februari 2015 van Bijlage II bij de Overeenkomst behoeven ingevolge artikel 7, onderdeel f, van de Rijkswet goedkeuring en bekendmaking verdragen niet de goedkeuring van de Staten-Generaal.

Belarus, 17 december 1982

The Byelorussian Soviet Socialist Republic does not consider itself bound by article 13 of the European Agreement on Main International Traffic Arteries of 15 November 1975 and declares that, before any dispute between Contracting Parties relating to the interpretation or application of the European Agreement may be referred to arbitration, in each particular case the consent of all the parties to the dispute must be obtained, and that only persons nominated by unanimous agreement of the parties to the dispute may act as arbitrators.

Hongarije, 1 september 1978

The Hungarian People's Republic declares that, in view of article 15 of the Agreement, it does not consider itself bound by the provisions of article 13, under which any dispute which relates to the interpretation or application of the Agreement and which the parties in dispute are unable to settle by negotiations or by other means of settlement shall be referred to compulsory arbitration.

Oekraïne, 29 december 1982

The Ukrainian Soviet Socialist Republic does not consider itself bound by article 13 of the European Agreement on Main International Traffic Arteries of 15 November 1975 and states, that, for the submission to arbitration of any dispute among the Contracting Parties concerning the interpretation or application of the European Agreement, the agreement of all the Parties in dispute shall be required in each individual case, and the arbitrators shall only be persons appointed by general agreement between the Parties in dispute.

Roemenië, 2 juli 1985

The Socialist Republic of Romania does not consider itself bound by the provisions of article 13 of the Agreement, which states that any disputes between the Contracting Parties which relates to the interpretation or application of this Agreement and which the Parties are unable to settle by negotiation or other means of settlement shall be referred for a solution to arbitration at the request of any of the Contracting Parties concerned. The Socialist Republic of Romania considers that such disputes may be referred for a solution to arbitration only with the agreement of all the Parties to the dispute.

Russische Federatie, 14 december 1982

The Union of Soviet Socialist Republics does not consider itself bound by article 13 of the European Agreement on Main International Traffic Arteries of 15 November 1975 and declares, that, before any dispute between Contracting Parties relating to the interpretation or application of the European Agreement may be referred to arbitration, in each particular case the consent of all the parties to the dispute must be obtained, and that only persons nominated by unanimous agreement of the parties to the dispute may act as arbitrators.

Slowakije, 28 mei 1993

The Slovak Republic declares that within the meaning of article 15 of the Agreement, it does not consider itself bound by the provision of article 13 of the Agreement.

Tsjechië, 2 juni 1993

The Czech Republic declares that within the meaning of article 15 of the Agreement, it does not consider itself bound by the provision of article 13 of the Agreement.

Tsjechoslowakije (<01-01-1993), 26 november 1986

The Czechoslovak Socialist Republic declares that within the meaning of article 15 of the Agreement, it does not consider itself bound by the provision of article 13 of the Agreement.

Wijzigingen van 25 februari 2015 van Bijlage II

Aangezien binnen de periode van zes maanden volgende op de datum van de kennisgeving van de Secretaris-Generaal van de Verenigde Naties geen van de overeenkomstsluitende partijen bezwaar heeft gemaakt tegen de voorgestelde wijzigingen van 25 februari 2015 van Bijlage II bij de Overeenkomst, zijn deze in overeenstemming met artikel 9, vierde lid aanvaard.

Ingevolge artikel 9, vijfde lid, van de Overeenkomst zijn de bovenstaande wijzigingen op 25 november 2015 voor alle partijen, waaronder het Koninkrijk der Nederlanden, in werking getreden.

Wat betreft het Koninkrijk der Nederlanden, gelden de wijzigingen van Bijlage II bij de Overeenkomst, evenals de Overeenkomst, alleen voor Nederland (het Europese deel).
