In overeenstemming met artikel 8, derde lid, en artikel 9, derde lid, van de Overeenkomst heeft de Secretaris-Generaal van de Verenigde Naties op 28 februari 1997 onderstaande, door verscheidene Overeen-komstsluitende Partijen voorgestelde wijzigingen van de Bijlagen I en II bij de Overeenkomst ter kennis gebracht van de bevoegde beleidsinstanties van alle Overeenkomstsluitende Partijen. 5. Paragraph IV.7.4 “Frontier posts"

Amend to read:

“The location dimensions and form of frontier posts, as well as the type and layout of the installations, buildings, parking areas, etc., shall be selected on the basis of the checks anticipated and the traffic passing through such posts. By means of agreements with the neighbouring states, joint frontier control installations as well as coordinated control services with sufficient personnel shall be aimed at.

The structure and form of a frontier complex and the internal communications network should, with effective signposting that is coordinated among the neighbouring states, make it possible to preselect and separate passenger and goods traffic according to the different kinds of control before they arrive at the building and installations. At frontier posts with high lorry-traffic peaks, lorry reception areas for precontrol or preselection according to the kinds of control should be provided for in front of the frontier control installations themselves."

6. Paragraph III.1 “GEOMETRIC CHARACTERISTICS – General considerations"

Amend the first sentence to read:

“The choise of geometric characteristics shall be such as to afford to all users proper safety and traffic flow conditions with a minimum of congestion, bearing in mind the function of the road and the general behaviour of drivers."

5. Paragraphe IV.7.4 «Postes frontière»

Modifier comme suit:

«L'emplacement, les dimensions et la forme des postes frontière, ainsi que le type et la disposition des installations, des bâtiments, des parcs de stationnement, etc., doivent être choisis sur la base des contrôles prévus et de la circulation passant aux postes. Des installations de contrôle communes aux frontières ainsi que des services de contrôle coordonnés avec un personnel suffisant devront être recherchés au moyen d'accords avec les Etats voisins.

La structure et la forme d'un complexe frontalier ainsi que le réseau de communications intérieures devraient, grâce à une signalisation efficace coordonnée avec les Etats voisins, permettre de présélectionner et de séparer les voyageurs et les marchandises en fonction des différentes catégories de contrôle, avant leur arrivée aux bâtiments et aux installations. Aux postes frontière où les maxima de la circulation poids lourds sont élevés, des zones de réception des camions pour un précontrôle ou une présélection en fonction des catégories de contrôle devraient être prévues avant les installations de contrôle aux frontières proprement dites.»

6. Section III.1 «CARACTERISTIQUES GEOMETRIQUES – Considérations générales»

Modifier la première phrase comme suit:

«Le choix des caractéristiques géométriques doit permettre d'offrir à l'ensemble des usagers de bonnes conditions de sécurité et de fluidité avec un minimum d'encombrements, compte tenu de la fonction de la route et du comportement général des conducteurs.»

Aangezien binnen de periode van zes maanden volgende op de datum van de kennisgeving van de Secretaris-Generaal geen van de Overeenkomstsluitende Partijen bezwaar heeft gemaakt tegen de voorgestelde wijzigingen, zijn de wijzigingen van Bijlage I in overeenstemming met artikel 8, vierde lid, en de wijzigingen van Bijlage II in overeenstemming met artikel 9, vierde lid, aanvaard.

Ingevolge artikel 8, vijfde lid, en artikel 9, vijfde lid, van de Overeenkomst zullen bovenstaande wijzigingen op 15 januari 1998 in werking treden.

Wat het Koninkrijk der Nederlanden betreft, zullen de wijzigingen alleen voor Nederland gelden.

De wijzigingen behoeven ingevolge artikel 7, onderdeel f, van de Rijkswet goedkeuring en bekendmaking verdragen niet de goedkeuring der Staten-Generaal.
