State of Member State preparations for the ratification of the Kyoto Protocol

A:Cabinet decision on 22 January, 2002; Parliamentary discussions to take place in March 2002; Decision expected by mid-April 2002.
  
B:Approval already given by the Federal Parliament, Brussel's Regional Parliament and the Flemish Regional Parliament. The approval of the Walloon Regional Parliament is expected in April 2002.
  
D:The Cabinet decided on the issue on 5 December and the proposal will be considered by the Bundesrat in January 2002. Expects final conclusion in April/May 2002, so instrument of ratification can be ready in time for EU ratification on 1 June 2002.
  
DK:Process already completed (mandate obtained).
  
EL:Process has been initiated; government to discuss the matter in December, proceed to Parliament in March 2002 and procedures will likely be concluded in April/May 2002.
  
ES:Process has been initiated; government decision expected by February and parliamentary approval by the end of May/June 2002.
  
FIN:Procedures initiated in October 2001. Parliament expected to receive the proposal for ratification in March 2002. Expects final conclusion in time to respect the announced EU timetable of ratification.
  
F:Procedures already completed (mandate obtained).
  
IRL:Proposal being presented to Cabinet for decision on Tuesday 26 February, 2002. Parliamentary approval expected in March/April 2002.
  
I:Consultation process completed and approved by Council of Ministers for ratification. The Bill is currently before two branches of parliament.
  
LUX:Procedures already completed (mandate obtained).
  
NL:First Parliamentary reading accomplished; Second Parliamentary reading on 28 February 2002 and procedures are likely to be concluded during spring 2002.
  
P:Council of Ministers approved the Kyoto Protocol for ratification on 19 December, 2001 (National procedures complete and decision remains to be published in the Portuguese official journal-Diário da República).
S:Government has proposed ratification to the Parliament; expects final conclusion ofprocedures in March 2002.
  
UK:The procedure takes 21 days, so likely final conclusion expected bv end March 2002 following adoption of the EU ratification instrument.
