België, 16 december 1961

The Belgian Government, subject to reciprocity, will not demand a copy of the collective travel document.

België, 12 januari 1962

The provisions of this Agreement shall be extended to young refugees and young stateless persons in accordance with the provisions of Article 13.

Cyprus, 3 april 1978

The leader of the party shall possess one additional copy of the collective passport which is to be delivered to the passport control authorities at the port of entry in the Republic of Cyprus.

Each person included in a collective passport must carry an individual identity document bearing a photograph (e.g. an identity card, driving licence, certificate of nationality for travel purposes or a passport which has expired not more than three years previously), or alternatively, a certified photograph of each member of the party to be affixed to the collective passport opposite his or her name. After it has been so affixed, the photograph must be stamped by the authority issuing this travel document in such a way that the photograph cannot be removed or replaced by another.

For the purposes of admission to and stay in the Republic of Cyprus, and subject to reciprocity, the provisions of the Agreement are hereby extended to young refugees and young stateless persons permanently resident in the territory of another Contracting Party, subject to the following conditions:

• i the inclusion of young refugees or young stateless persons on a collective passport commits the issuing Government to the re-admission without time-limit of such persons to its own territory even if any of them does not return together with the party;

• ii the names of young refugees and young stateless persons must be listed separately from those of nationals and their status clearly shown;

• iii the collective passport must bear a clear indication at the top that the party is not composed solely of nationals but includes young refugees or young stateless persons.

Denemarken, 29 mei 1968

The period of three months shall be calculated from the date of entry into any Nordic State being a Party to the Convention of 12 July 1957 on the Waiver of passport control at the Inter-Nordic frontiers. Any sojourn in any of those States during the six months preceding the entry into any of those States from a Non-Nordic State shall be included in the above period of three months.

The leader of the party shall possess two additional copies of the collective passport, one of which to be handed to the passport control authority at the place of entry into the Nordic passport control area and the other one to be handed to the passport control authority at the place of exit from the same area.

Each person included in a collective passport must carry an individual identity card bearing a photograph.

For the purpose of admission to and stay in Denmark and subject to reciprocity, the provisions of the Agreement are hereby extended to young refugees and young stateless persons lawfully resident in the territory of another Contracting Party, subject to the following conditions:

• i the inclusion of young refugees or young stateless persons on a collective passport commits the issuing Government to the re-admission without time-limit of such persons to its own territory even when a young refugee or young stateless person does not return with the party;

• ii the names of young refugees and young stateless persons must be listed separately from those of nationals and their status clearly shown;

• iii the collective passport must bear a clear indication at the top that the party is not composed solely of nationals but includes young refugees or young stateless persons.

Frankrijk, 16 december 1961

At the time of signature, the Government of the French Republic declares, in respect of Article 12, that proof of identity may be furnished by any legal means;

At the time of signature, the Government of the French Republic declares, in respect of Article 13, that it will extend the provisions of the Agreement to young refugees and young stateless persons in accordance with the terms of this Article.

Griekenland, 15 juni 1965

On 16 December 1961, Greece signed the European Agreement of the same date relating to travel by young persons on collective passports. As no reservation was made at that time in respect of Article 13 of the Agreement, the Greek Government considers the declaration provided for in that Article to have been made implicitly as regards the extension of the Agreement to young refugees and stateless persons. In testimony whereof, it formally confirms that declaration today.

Ierland, 14 mei 1962

One additional copy of the collective passport will be required if the party is not composed solely of nationals of the Contracting Party which issues the document.

Young persons aged 16 years or over must be in possession of an official identity document bearing a photograph (e.g. an identity card, driving licence, certificate of nationality for travel purposes or a passport which has expired not more than three years previously). Alternatively, a photograph, certified by the leader of the party, the organisers of the party or an official authority should be firmly affixed to the collective passport opposite the name of the individual whom it concerns.

The Irish Government are prepared to extend the provisions of the Agreement to young stateless persons lawfully resident in the territory of another Contracting Party subject to the following conditions:

• 1. It is understood that any young stateless person included on a collective passport will be readmitted to the territory of the Contracting Party which issues the document without time limit and even if he does not return with the party.

• 2. The collective passport must

  • a bear a clear indication at the top that the party is not composed solely of nationals but includes stateless persons, and

  • b list separately the names of the stateless persons and their status.

• 3. A copy of the collective passport must be provided for the immigration authorities.

• 4. Each stateless person aged 16 years or over must carry an identity card bearing a photograph.

IJsland, 13 januari 1969

The period of three months shall be calculated from the date of entry into any Nordic State being a Party to the Convention of 12 July 1957 on the Waiver of passport control at the Inter-Nordic frontiers. • iii the collective passport must bear a clear indication at the top that the party is not composed solely of nationals but includes young refugees or young stateless persons.

Italië, 6 augustus 1963

The Government of Italy declares that, in respect of Article 1, the field of application of the Agreement and the reference to persons who shall benefit from it shall be expressly limited to the countries with which the need for entry visas has been abolished.

The Government of Italy declares that, in respect of Article 12, members of groups travelling under the collective passport will have to prove their personal identity by means of an official document of some kind bearing a photograph.

Liechtenstein, 25 september 1998

The identity can be proved by all means approved by the law.

The provisions of the Agreement are extended to young refugees and young stateless persons in accordance with the provisions of this article.

Luxemburg, 8 december 1965

The Government of the Grand Duchy of Luxembourg, subject to reciprocity, will not demand additional copies of the collective travel document.

The Government of the Grand Duchy of Luxembourg, subject to reciprocity, will exempt members of a party travelling on a collective passport from presenting any official identity document.

The Government of the Grand Duchy of Luxembourg will extend the provisions of the Agreement to young refugees and young stateless persons, in accordance with the terms of this Article.

Malta, 2 mei 1966

The Malta authorities will require each person aged sixteen years or over who travels in a party using a collective passport covered by this Agreement to be in possession of an official identity document bearing a photograph (e.g. an identity card, driving licence, certificate of nationality for travel purposes or a passport which has expired not more than three years previously) or, alternatively, a certified photograph of each such member to be affixed to the collective passport opposite his or her name. These photographs may be certified by the organising body or by the leader of the party and, after they have been affixed to the collective passport, must be stamped by the authority issuing this travel document in such a way that the photograph cannot be removed and replaced by another.

It would also be of considerable assistance to the Malta immigration authorities if young persons under the age of sixteen years travelling in parties using a collective passport could carry with them some sort of official identity document, but this is not essential.

Nederlanden, het Koninkrijk der, 11 januari 1964

The Government of the Kingdom of the Netherlands, subject to reciprocity, will not demand additional copies of the collective travel document.

The Government of the Kingdom of the Netherlands, subject to reciprocity, will not require individual members of a group travelling under a collective passport to produce an official identity document.

The Government of the Kingdom of the Netherlands will extend the provisions of the Agreement to young refugees and young stateless persons in accordance with the terms of this Article.

Noorwegen, 29 mei 1968

The period of three months shall be calculated from the date of entry into any Nordic State being a Party to the Convention of 12 July 1957 on the Waiver of passport control at the Inter-Nordic frontiers. • ii the names of young refugees and young stateless persons must be listed separately from those of nationals and their status clearly shown;

• iii the collective passport must bear a clear indication at the top that the party is not composed solely of nationals but includes young refugees or young stateless persons.

Portugal, 29 januari 1988

From now on, Portugal will accept that each collective travel document may include the maximum number of fifty names.

Spanje, 18 mei 1982

In respect of Article 12 of the European Agreement on Travel by Young Persons on collective Passports between the member countries of the Council of Europe, persons benefiting from the Agreement, while not required to present a national identity card or equivalent document on their entry into Spain, must nevertheless always carry such a document for a possible later control.

Verenigd Koninkrijk, het, 22 juni 1964

The ratification is in respect of the United Kingdom, Jersey, the Bailiwick of Guernsey, the Isle of Man, Gibraltar and the State of Malta only.

At the time of ratification the Government of the United Kingdom hereby declare, with reference to Article 11 of the Agreement, that one additional copy of the collective passport will be required if the party is not composed solely of nationals of the Contracting Party which issues the document.

The Government of the United Kingdom further declare, with reference to Article 12 of the Agreement, that the authorities of the United Kingdom, Jersey, the Bailiwick of Guernsey, the Isle of Man, Gibraltar and the State of Malta will require each person aged sixteen years or over who travels in a party using a collective passport covered by the Agreement to be in possession of an official identity document bearing a photograph (e.g. an identity card, driving licence, certificate of nationality for travel purposes or a passport which has expired not more than three years previously) or, alternatively, a certified photograph of each such member to be affixed to the Collective passport opposite his or her name. These photographs may be certified by the organising body or by the leader of the party and after they have been affixed to the collective passport, must be stamped by a British Visa Officer in such a way that the photograph cannot be removed and replaced by another. It would also be of considerable assistance to the immigration authorities of the United Kingdom and of the above-named territories if young persons under the age of sixteen years travelling in parties using a collective passport could carry with them some sort of official identity document, but this is not essential.

The Government of the United Kingdom finally declare, with reference to Article 13 of the Agreement, that, for the purpose of admission to and stay in the United Kingdom, Jersey, the Bailiwick of Guernsey, the Isle of Man and Gibraltar, and subject to reciprocity, the provisions of the Agreement are hereby extended to young refugees and young stateless persons lawfully resident in the territory of another Contracting Party, subject to the following conditions:

• i The inclusion of young refugees or young stateless persons on a collective passport commits the issuing Government to the re-admission without time-limit of such persons to its own territory even when a young refugee or young stateless person does not return with the party.

• ii The names of young refugees and young stateless persons must be listed separately from those of nationals and their status clearly shown.

• iii The collective passport must bear a clear indication at the top that the party is not composed solely of nationals but includes young refugees or young stateless persons.

• iv A copy of the collective passport must be provided for the immigration authorities.

• v Each young refugee or young stateless person aged sixteen or over must carry an identity card bearing a photograph.

Zweden, 27 mei 1968

The period of three months shall be calculated from the date of entry into any Nordic State being a Party to the Convention of 12 July 1957 on the Waiver of passport control at the Inter-Nordic frontiers. Any sojourn in any of those States during the six months preceding the entry into any of those States from a Non-Nordic State shall be included in the above period of three months.

• iii the collective passport must bear a clear indication at the top that the party is not composed solely of nationals but includes young refugees or young stateless persons.

Zwitserland, 29 november 1965

In respect of Article 12, proof of identity may be furnished by any legal means.

In respect of Article 13, the provisions of the Agreement extend to young refugees and young stateless persons according to the terms of this Article.

G. INWERKINGTREDING

In Trb. 1962, 88 is ten onrechte vermeld dat de Overeenkomst, met bijlage, op 16 januari 1962 in werking is getreden. In dat Tractatenblad dient de volgende correctie te worden opgenomen. In de tweede en de vijfde regel dient „16 januari 1962” te worden gewijzigd in „17 januari 1962”.

In Trb. 1963, 127 is ten onrechte vermeld dat de Overeenkomst, met bijlage, wat betreft het Koninkrijk der Nederlanden, op 4 augustus 1963 voor Nederland in werking is getreden. In dat Tractatenblad dient de volgende correctie te worden opgenomen. In de derde regel dient „4 augustus 1963” te worden gewijzigd in „5 augustus 1963”.
