Op 29 juni 2026 heeft de Veiligheidsraad van de Verenigde Naties tijdens zijn 10188e zitting Resolutie 2825 (2026) inzake de Democratische Republiek Congo aangenomen. De Engelse tekst van de resolutie luidt:

Resolution 2825 (2026)
Adopted by the Security Council at its 10188th meeting, on 29 June 2026

The Security Council,

Recalling its previous resolutions concerning the Democratic Republic of the Congo (DRC),

Reaffirming its strong commitment to the sovereignty, independence, unity and territorial integrity of the DRC as well as all States in the region and emphasising the need to respect fully the principles of non-interference, good neighbourliness and regional cooperation,

Reiterating the need to fully implement resolutions 2773 (2025) and 2808 (2025), including the immediate cessation of hostilities, the unconditional withdrawal of Rwanda Defence Forces (RDF) from DRC territory, as well as the cessation of RDF support to M23 and of DRC military forces to specific armed groups, in particular the FDLR,

Expressing concern at the violations of the arms embargo documented in reports of the Group of Experts on the DRC (“the Group of Experts”) established pursuant to resolution 1533 (2004) and extended pursuant to subsequent resolutions,

Expressing concern at the links, as documented by the Group of Experts, between the Allied Democratic Forces (ADF) and international terrorist groups, which further exacerbate conflicts and contribute to undermining State authority, and pose a serious threat to civilians and regional stability,

Condemning all threats to the safety and security of peacekeepers and of United Nations personnel, as well as actions obstructing the implementation of the mandate of MONUSCO,

Reaffirming its concern at the suffering of the civilian population of the country, at international humanitarian law violations and human rights violations and abuses, including those involving sexual and gender-based violence,

Further recognizing the role of natural resources linked to the conflict, including but not limited to gold, tin, tantalum, tungsten, and niobium, in funding illicit activities by armed groups in the DRC and the region, recalling the Group of Experts’ continued reporting on such illicit activities, and underscoring the importance for regional States to enhance transparency and traceability in natural resources exports,

Reiterating that the armed and security forces of the Government of the DRC are exempt from the embargo on the supply of military equipment and assistance as indicated in SC/15689 agreed on 2 May 2024, and from any notification procedure as set out in paragraphs 1 and 2 below,

Determining that the situation in the DRC continues to constitute a threat to international peace and security in the region,

Acting under Chapter VII of the Charter of the United Nations,

  • 1. Decides to renew until 1 July 2027 the measures as set out or extended in paragraphs 1 and 3 of resolution 2783 (2025), decides to extend, until 1 August 2027, the mandate of the Group of Experts as set forth in paragraph 6 of resolution 2360 (2017) and paragraph 5 of resolution 2783 (2025), reaffirms paragraphs 4, 6 (as modified by the below reporting dates), 7 and 8 of resolution 2783 (2025), and further decides that the Group of Experts shall provide to the Council, after discussion with the Committee, a midterm report no later than 30 December 2026 and a final report no later than 15 June 2027;

  • 2. Affirms that paragraph 1 of this resolution is consistent with paragraphs 1 and 2 of resolution 2667 (2022) and that the measures set forth in paragraph 1 of resolution 1807 (2008) continue to apply to all non-governmental entities and individuals operating in the territory of the DRC;

  • 3. Calls for enhanced cooperation between all States, particularly those in the region, and the Group of Experts, including for providing safe and unhindered access, in particular to persons, documents and sites necessary for the Group of Experts to execute its mandate, and reaffirms the importance of ensuring the safety and security of the members of the Group of Experts;

  • 4. Decides that the measures referred to in paragraph 3 of resolution 2783 (2025) shall apply to armed groups (individuals and entities) as designated by the Committee for deliberate and grave obstruction of the implementation of MONUSCO’s mandate, including through denial of access, restrictions on freedom of movement, or interference with patrols and monitoring activities;

  • 5. Recalls the Secretary General’s commitment that the United Nations will do everything possible to ensure that the perpetrators of the killing of the two members of the Group of Experts and the four Congolese nationals accompanying them are brought to justice and stresses the importance of continued assistance, within existing resources, to the Democratic Republic of the Congo, with the ongoing prosecutions and national investigation, and to continue efforts to bring all those involved, including by planning, directing or sponsoring the killing, to justice;

  • 6. Decides to remain seized of the matter.
