China heeft de bepalingen van het Protocol mede van toepassing verklaard op Hong Kong SAR met ingang van 5 januari 1999, en op Macao SAR met ingang van 24 juni 2005.
Behalve de in Trb. 1996, 194 genoemde gebiedsdelen heeft de Regering van het Verenigd Koninkrijk van Groot-Brittannië en Noord-Ierland de bepalingen van het Protocol mede van toepassing verklaard op:
Akrotiri en Dhekelia (Sovereign Base Area op Cyprus), Anguilla, Bermuda, Brits Antarctisch Territorium, Brits Territorium in de Indische Oceaan, Britse Maagdeneilanden, Guernsey, Pitcairneilanden en Turks- en Caicos eilanden met ingang van 20 februari 1998, en op Caymaneilanden, Gibraltar en Sint Helena met ingang van 15 mei 1998.

Wijzigingen
Resolutie LEG.1(82) van 18 oktober 2000
Tijdens haar tweeëntachtigste zitting heeft de Juridische Commissie, bij Resolutie LEG.1(82), op 18 oktober 2000 in overeenstemming met artikel 15, vierde lid, van het Protocol wijzigingen aangenomen.
Ingevolge punt 2 en 3 van de Resolutie zijn de wijzigingen op 1 november 2003 in werking getreden.
Wat het Koninkrijk der Nederlanden betreft, gelden de wijzigingen alleen voor Nederland.
De Engelse tekst1 en de vertaling in het Nederlands van dit besluit luiden als volgt:

Amendments of the Limitation Amounts in the Protocol of 1992 to amend the International Convention on Civil Liability for Oil Pollution Damage, 1969
The Legal Committee at its eighty-second session:
Recalling Article 33(b) of the Convention on the International Maritime Organization (hereinafter referred to as the ‘‘IMO Convention’’) concerning the functions of the Committee,
Mindful of Article 36 of the IMO Convention concerning rules governing the procedures to be followed when exercising the functions conferred on it by or under any international convention or instrument,
Recalling further article 15 of the Protocol of 1992 to amend the International Convention on Civil Liability for Oil Pollution Damage, 1969 (hereinafter referred to as the ‘‘1992 CLC Protocol’’) concerning the procedures for amending the limitation amounts set out in article 6(1) of the 1992 CLC Protocol,
Having considered amendments to the limitation amounts proposed and circulated in accordance with the provisions of article 15(1) and (2) of the 1992 CLC Protocol,
1. Adopts, in accordance with article 15(4) of the 1992 CLC Protocol, amendments to the limitation amounts set out in article 6(1) of the 1992 CLC Protocol, as set out in the Annex to this resolution;
2. Determines, in accordance with article 15(7) of the 1992 CLC Protocol, that these amendments shall be deemed to have been accepted on 1 May 2002 unless, prior to that date, not less than one quarter of the States that were Contracting States on the date of the adoption of these amendments (being 18 October 2000) have communicated to the Organization that they do not accept these amendments;
3. Further determines that, in accordance with article 15(8) of the 1992 CLC Protocol, these amendments, deemed to have been accepted in accordance with paragraph 2 above, shall enter into force on 1 November 2003;
4. Requests the Secretary-General, in accordance with articles 15(7) and 17(2)(v) of the 1992 CLC Protocol, to transmit certified copies of the present resolution and the amendments contained in the Annex thereto to all States which have signed or acceded to the 1992 CLC Protocol; and
5. Further requests the Secretary-General to transmit copies of the present resolution and its Annex to the Members of the Organization which have not signed or acceded to the 1992 CLC Protocol.
Amendments of the Limitation Amounts in the Protocol of 1992 to Amend the International Convention on Civil Liability for Oil Pollution Damage, 1969
Article 6(1) of the 1992 CLC Protocol is amended as follows:
the reference to ‘‘3 million units of account’’ shall read ‘‘4,510,000 units of account’’;
the reference to ‘‘420 units of account’’ shall read ‘‘631 units of account’’; and
the reference to ‘‘59.7 million units of account’’ shall read ‘‘89,770,000 units of account’’.

Wijzigingen van de aansprakelijkheidsgrenzen in het Protocol van 1992 tot wijziging van het Internationaal Verdrag inzake de wettelijke aansprakelijkheid voor schade door verontreiniging door olie, 1969
De Juridische Commissie tijdens haar tweeëntachtigste zitting:
Herinnerend aan artikel 33(b) van het Verdrag nopens de Internationale Maritieme Organisatie (hierna te noemen het „IMO-verdrag’’) betreffende de taken van de Commissie,
Indachtig artikel 36 van het IMO-verdrag inzake regels betreffende de procedures die dienen te worden gevolgd bij de uitoefening van de taken die haar bij of krachtens een internationaal verdrag of instrument zijn opgelegd,
Voorts in herinnering brengend artikel 15 van het Protocol van 1992 tot wijziging van het Internationaal Verdrag inzake de wettelijke aansprakelijkheid voor schade door verontreiniging door olie, 1969 (hierna te noemen het „WA-Protocol’’, 1992) betreffende de procedures voor wijziging van de aansprakelijkheidsgrenzen als vervat in artikel 6, eerste lid, van het WA-Protocol, 1992,
Na bestudering van de wijzigingen van de aansprakelijkheidsgrenzen, voorgesteld en verspreid in overeenstemming met de bepalingen van artikel 15, eerste en tweede lid, van het WA-Protocol, 1992,
1. Neemt, in overeenstemming met artikel 15, vierde lid, van het WA-Protocol, 1992, de wijzigingen van de aansprakelijkheidsgrenzen als vervat in artikel 6, eerste lid, van het WA-Protocol, 1992, aan, waarvan de tekst is vervat in de Bijlage bij deze resolutie;
2. Bepaalt, in overeenstemming met artikel 15, zevende lid, van het WA-Protocol, 1992, dat deze wijzigingen worden geacht te zijn aanvaard op 1 mei 2002, tenzij voor deze datum ten minste eenvierde van de Staten die Verdragsluitende Staten waren op de datum van aanneming van deze wijzigingen (zijnde 18 oktober 2000) de Organisatie hebben medegedeeld dat zij de wijzigingen niet aanvaarden;
3. Bepaalt voorts, in overeenstemming met artikel 15, achtste lid, van het WA-Protocol 1992, dat deze wijzigingen, die geacht worden te zijn aanvaard overeenkomstig het bovenstaande punt 2, in werking zullen treden op 1 november 2003;
4. Verzoekt de Secretaris-Generaal, in overeenstemming met de artikelen 15, zevende lid, en 17, tweede lid, onderdeel v, van het WA-Protocol, 1992, voor eensluidend gewaarmerkte afschriften van deze resolutie en van de in de Bijlage vervatte wijzigingen te doen toekomen aan alle Staten die het WA-Protocol, 1992, hebben ondertekend of ertoe zijn toegetreden; en
5. Verzoekt de Secretaris-Generaal voorts afschriften van deze resolutie en de Bijlage daarbij te doen toekomen aan Leden van de Organisatie die het WA-Protocol, 1992, niet hebben ondertekend of er niet toe zijn toegetreden.
Wijzigingen van de aansprakelijkheidsgrenzen in het Protocol van 1992 tot wijziging van het Internationaal Verdrag inzake de wettelijke aansprakelijkheid voor schade door verontreining door olie, 1969
Artikel 6, eerste lid, van het WA-Protocol, 1992, wordt bij dezen als volgt gewijzigd:
de verwijzing naar „3 miljoen rekeneenheden’’ wordt gewijzigd in „4.510.000 rekeneenheden’’;
de verwijzing naar „420 rekeneenheden’’ wordt gewijzigd in „631 rekeneenheden’’; en
de verwijzing naar „59,7 miljoen rekeneenheden’’ wordt gewijzigd in „89.770.000 rekeneenheden’’.
In overeenstemming met artikel 19, tweede lid, van de Rijkswet goedkeuring en bekendmaking verdragen heeft de Minister van Buitenlandse Zaken bepaald dat de wijzigingen zullen zijn bekendgemaakt in het gehele Koninkrijk op de dag na de datum van uitgifte van dit Tractatenblad.
‘‘... The Argentine Republic rejects the statement made by the United Kingdom of Great Britain and Northern Ireland on acceding to the Protocol of 1992 to amend the International Convention on Civil Liability for Oil Pollution Damage, 1969 and the Protocol of 1992 to amend the International Convention on the Establishment of an International Fund for Compensation for Oil Pollution Damage, 1971. In that statement, accession was declared to be effective in respect of the Malvinas Islands, South Georgia and South Sandwich Islands. The Argentine Republic reaffirms its sovereignty over these islands and their surrounding maritime spaces, which constitute an integral part of its national territory. The Argentine Republic recalls the adoption, by the General Assembly of the United Nations, of resolutions 2065(XX), 3160(VVVII), 31/49, 37/9, 38/12, 39/6, 40/21, 41/40, 42/19 and 43/25, acknowledging the existence of a dispute concerning sovereignty and urging the Government of the Argentine Republic and the United Kingdom of Great Britain and Northern Ireland to enter into negotiations with a view to identifying means of pacific and final settlement of the outstanding problems between the two countries, including all matters concerning the future of the Malvinas Islands, in accordance with the Charter of the United Nations.’’
‘‘REJECTS as unfounded the claim by the United Kingdom of Great Britain and Northern Ireland of any sovereignty or sovereign rights over the so-called British Indian Ocean Territory (Chagos Archipelago) and reaffirms its sovereignty and sovereign rights over the Chagos Archipelago which forms an integral part of the national territory of the Republic of Mauritius, and over their surrounding maritime zones.’’
‘‘AND DECLARES that this accession shall not extend to Tokelau unless and until a declaration to this effect is lodged by the Government of New Zealand with the Depositary.
‘‘In relation to Article II/a(ii) of this Convention, the Republic of Turkey considers that this Article is not in conformity with international law and it defines those maritime areas as high seas whereby no country has jurisdiction and sovereign rights according to international law. The Republic of Turkey, however, taking into consideration the objectives of this Convention, reserves its rights deriving from the Convention. Within this context, the Republic of Turkey hereby declares that in maritime areas where there has been no delimitation agreement between opposite or adjacent coastal States, the exercise of authority or any claim thereof under this Convention by any coastal State Party to this Convention, creates no rights or obligations with regard to delimitation of maritime areas, nor does it create a precedent for the future agreements between those States concerning the delimitation of maritime areas under national jurisdiction.’’
The instrument was also accompanied by the following objection to a reservation made by the then Union of Soviet Socialist Republics on its accession to the International Convention on Civil Liability for Oil Pollution Damage, 1969:
‘‘The Republic of Turkey has taken note of the reservation made by the then Union of Soviet Socialist Republics on its accession on 24 June 1975 to the Convention, concerning article XI(2) of the Convention.
The Republic of Turkey hereby declares that it cannot accept the aforementioned reservation. The Republic of Turkey considers that international law does not grant a State right to immunity from jurisdiction of the courts of another State in proceedings concerning civil liability in respect of a State-owned ship used for commercial purposes.’’
The depositary received a communication dated 8 April 2002 from the Government of the Hellenic Republic regarding the declaration by Turkey:
‘‘The Government of the Hellenic Republic hereby declares that it does not accept such Declaration, as it considers that Article IIa(ii) of the amended 1969 Convention, to which the Declaration refers, is not contrary to International Laws.’’
‘‘... that this instrument of accession shall not take effect until the end of the six-month period in article 31 of the Protocol of 1992 to amend the 1991 Fund Convention.’’
