De Russische regering heeft in overeenstemming met artikel 6, eerste lid, wijzigingen van het Protocol voorgesteld, welke de Secretaris-Generaal van de Verenigde Naties in overeenstemming met hetzelfde artikellid op 28 september 2004 ter kennis heeft gebracht van alle Verdragsluitende Partijen. De Engelse en de Franse tekst1van de wijzigingen luiden als volgt:

Proposals for amendments to the Annex to the 1973 Protocol on Road Markings additional to the 1971 European Agreement supplementing the 1968 Convention on Road Signs and Signals

6.*Ad Article 29 of the Convention

Paragraph 2

Amend the first indent following the introductory sentence to read:

``– markings showing places where parking is subject to some conditions or restrictions may be blue;"

Additional paragraphs to be inserted immediately after paragraph 2 of this article

Replace the existing text by the following:

``Additional paragraph to be inserted immediately after paragraph 2 of this article

This paragraph shall read as follows:

`If a yellow line is used to indicate a prohibition or restrictions on standing or parking, the yellow line shall, if there is a white edge-of-carriageway line, be on the outside of and adjacent to the white line."'

Paragraphe 2

Remplacer le texte actuel par le suivant:

«Paragraphe additionnel à insérer immédiatement après le paragraphe 2 de cet article

Ce paragraphe se lira comme suit:

``Si l'on emploie une ligne jaune pour indiquer une interdiction ou des restrictions à l'arrêt ou au stationnement, et s'il existe déjà une ligne blanche indiquant le bord de la chaussée, la ligne jaune devra être accolée à la ligne blanche, du côté extérieur de celle-ci"».

6.*Ad artikel 29 van het Verdrag

Tweede lid

De eerste inspringing na de inleidende zin wordt als volgt gewijzigd:

„– kunnen tekens die plaatsen aangeven waar het parkeren aan voorwaarden of beperkingen is gebonden, blauw zijn;"

„Toegevoegde alinea's, in te voegen onmiddellijk na het tweede lid van dit artikel

De bestaande tekst wordt vervangen door de volgende tekst:

„Toegevoegde alinea, in te voegen onmiddellijk na het tweede lid van dit artikel

Deze alinea wordt als volgt gelezen:

'Indien een gele streep wordt gebruikt om een verbod of beperkingen op het stilstaan of het parkeren aan te geven, dient de gele streep, indien er een witte streep ter aanduiding van de zijkant van de rijbaan is, aan de buitenkant van en naast de witte streep te worden aangebracht."'

De in rubriek B hierboven geplaatste wijzigingen, mits in overeenstemming met artikel 6, tweede lid, onderdeel a, van het Protocol op 28 september 2005 door de partijen bij het Protocol aangenomen, behoeven, als integrerend deel van het Protocol, ingevolge artikel 91 van de Grondwet de goedkeuring van de Staten-Generaal, alvorens het Koninkrijk aan het Protocol, inclusief wijzigingen, kan worden gebonden.

The Byelorussian Soviet Socialist Republic, does not consider itself bound by the provisions of article 9 of the Protocol on Road Markings of 1 March 1983, additional to the European Agreement of 1971 supplementing the Convention on Road Signs and Signals of 1968 [.]

The Byelorussian Soviet Socialist Republic, considers that the provisions of article 3 of the Protocol on Road Markings of 1 March 1983, additional to the European Agreement of 1971 supplementing the Convention on Road Signs and Signals of 1968, concerning the extension by States of the applicability of the Protocol to territories for the international relations of which they are responsible, are outdated and contrary to the Declaration of the United Nations General Assembly on the Granting of Independence to Colonial Countries and Peoples (United Nations General Assembly resolution 1514 (XV) of 14 December 1960), which proclaimed the necessity of bringing to a speedy and unconditional end colonialism in all its forms and manifestations.

Ad paragraph 6 of the annex (Article 29, paragraph 2, of the Convention): The Federal Republic of Germany does not consider itself bound by the provision that the zigzag lines showing places where parking is prohibited shall be yellow.

Finland, 1 april 1985

With respect to Annex, paragraph 6 (amendment to Article 29 paragraph 2 of the Convention), Finland reserves the right to use yellow colour for the continuous line between the opposite directions of traffic.

Finland, 5 september 1995

Whereas Finland has taken into use a danger warning line before the barrier line, which also is yellow; [The Government of Finland declares] that the reservation made by Finland also applies to the barrier line.

Hongarije, 16 maart 1976

Reservation:

The Presidential Council of the Hungarian People's Republic does not consider itself bound by the provisions of article 9 of the Agreement, in pursuance of article 11, paragraph 1, thereof.

Declarations:

The Presidential Council of the Hungarian People's Republic declares that the provisions of article 2 of the European Agreement supplementing the Convention on Road Traffic opened for signature at Vienna on 8 November 1968, opened for signature at Geneva on 1 May 1971, are at variance with the generally recognized principle of the sovereign equality of States and it considers that these international instruments should be open for participation by all interested States without any discrimination.

The Presidential Council of the Hungarian People's Republic further declares that the provisions . . . of article 3 of the European Agreement, supplementing the Convention on Road Traffic opened for signature at Vienna on 8 November 1968 opened for signature at Geneva on 1 May 1971, are at variance with the Declaration of the United Nations General Assembly on the Granting of Independence to Colonial Countries and Peoples [resolution 1514 (XV) of 14 December 1960].

Paragraph 6 of the Annex to the Protocol on Road Markings Additional to the European Agreement Supplementing the Convention on Road Signs and Signals (referring to article 29 of the Convention) is applied with the exception of the provision under paragraph 2 according to which road markings have to be white.

Polen, 23 augustus 1984

All the road markings provided for in item 6, paragraph 2, of the Annex to the said Protocol shall be white.

Russische Federatie, 6 april 1984

The USSR does not consider itself bound by the provisions of article 9 of the Protocol on Road Markings of 1 March 1983, additional to the European Agreement of 1971 supplementing the Convention on Road Signs and Signals of 1968 [.]

The reservations of Sweden to the Convention on Road Signs and Signals and the European Agreement supplementing that Convention also apply to this Protocol.

Zwitserland, 11 december 1991

Ad number 4 of the annex (article 27, paragraph 5, of the Convention) Switzerland implements article 27, paragraph 5, of the Convention, but not in the manner provided for in number 4 of the annex.

Ad number 6 of the annex (article 29, paragraph 2 of the Convention) Switzerland does not consider itself bound by article 29, paragraph 2, 1st and 2nd sentences, of the Convention, in the version given in number 6 of the annex.

G. INWERKINGTREDING

De bepalingen van de in rubriek B hierboven geplaatste wijzigingen zullen ingevolge artikel 6, tweede lid, onderdeel a, van het Protocol in werking treden op 28 maart 2006, tenzij meer dan een derde van de Verdragsluitende Partijen voor 28 september 2005 de Secretaris-Generaal hebben medegedeeld dat zij de wijziging verwerpen, dan wel dat zij wensen dat een conferentie wordt bijeengeroepen ter bestudering van de wijzigingen.

De bepalingen zullen ingevolge hetzelfde artikel niet gelden voor de partijen die de wijzigingen hebben verworpen of een conferentie wensten.
