Bij brieven van 8 december 2004 is de middels een notawisseling op 14 september 2004 totstandgekomen verlenging (zie rubriek H van Trb. 2004, 253) van de Overeenkomst medegedeeld aan de Eerste en de Tweede Kamer der Staten-Generaal.

Het in de nota’s vervatte verlengingsverdrag, opgenomen in rubriek H hieronder, behoeft ingevolge artikel 7, onderdeel e, van de Rijkswet goedkeuring en bekendmaking verdragen niet de goedkeuring van de Staten-Generaal.

F. VOORLOPIGE TOEPASSING

Ingevolge het gestelde in de voorlaatste alinea van nota Nr. I, werd het in rubriek H hieronder opgenomen verlengingsverdrag voorlopig toegepast vanaf 6 augustus 2005.

Wat betreft het Koninkrijk der Nederlanden, werd het verlengingsverdrag alleen in Nederland voorlopig toegepast.

G. INWERKINGTREDING

Zie Trb. 2002, 98 en 200, Trb. 2003, 45, Trb. 2004, 190 en Trb. 2004, 253.

De Overeenkomst, waarvan de geldigheid op 8 september 2005 zou aflopen, blijft, ingevolge het gestelde in de eerste alinea van de in rubriek H hieronder opgenomen nota’s, van kracht voor een volgende periode van twaalf maanden tot en met 7 september 2006.

Het verlengingsverdrag, dat opgenomen is in rubriek H hieronder en voorlopig wordt toegepast vanaf 6 augustus 2005, is ingevolge het in de voorlaatste alinea van nota Nr. I gestelde in werking getreden op 18 december 2005, met terugwerkende kracht tot 7 september 2005.

Wat betreft het Koninkrijk der Nederlanden, geldt dit verlengingsverdrag alleen voor Nederland.

H. VERLENGING

Bij notawisseling van 11 juli 2005 en 6 augustus 2005 is een verlengingsverdrag tot stand gekomen tussen het Koninkrijk der Nederlanden en de Staat Qatar waarbij de Overeenkomst van 11 maart 2002, waarvan de geldigheid op 8 september 2005 zou aflopen, in overeenstemming met artikel 15 van de Overeenkomst van 11 maart 2002 met een periode van twaalf maanden wordt verlengd. De tekst van deze nota’s luidt als volgt:

The Royal Netherlands Embassy presents its compliments to the Ministry of Foreign Affairs of the State of Qatar and, with reference to the Status of Forces Agreement for military personnel and equipment for the forces between the Kingdom of the Netherlands and the State of Qatar, signed in Doha on 11 March 2002 and extended until September 2005, the Embassy has the honour to propose that the duration of the said Agreement, laid down in its Article 15, be extended with another twelve (12)-month period so that the Agreement will expire on 7 September 2006.

If this proposal is acceptable to the State of Qatar, the Embassy proposes that this Note and the affirmative reply to it shall together constitute an Agreement between the Kingdom of the Netherlands and the State of Qatar, which will be applied provisionally pending Parliamentary approval in the Netherlands from the date of reply of the State of Qatar. If this date is later than 7 September 2005 this Agreement will have retroactive effect as from the latter date. This agreement shall enter into force on the date on which the Embassy has notified the State of Qatar in writing that the legal requirements in the Netherlands for entry into force have been complied with.

The Royal Netherlands Embassy avails itself of this opportunity to renew to the Ministry of Foreign Affairs of the State of Qatar the assurances of its highest consideration.

The Embassy would appreciate if you inform the Dutch authorities about the above-mentioned.
