Verlenging

Op 21 november 2002 zijn te 's-Gravenhage tussen de Nederlandse regering en het Milieu Programma van de Verenigde Naties nota's houdende een verdrag ter verlenging van het onderhavige Verdrag gewisseld. De tekst van de nota's luidt als volgt:

The Ministry of Foreign Affairs of the Kingdom of the Netherlands presents its compliments to the United Nations Environment Programme, and refers to the Agreement of 24 November 1997 between the Kingdom of the Netherlands and the United Nations Environment Programme concerning the coordination office of the global programme of action for the protection of the marine environment from land-based activities, which was amended by an exchange of notes of 14 and 15 February 2002 regarding the employment opportunities of members of the families forming part of the household of the officials of UNEP.

The Ministry of Foreign Affairs has the honour to propose on behalf of the Government of the Kingdom of the Netherlands that the said Agreement, which was concluded for an initial period of five years, shall be extended from 1 January 2003 for an indefinite period, excluding the Annex to the Agreement (containing services and facilities to be provided by the Kingdom of the Netherlands in support of the GPA Coordination Office during the initial five years of operation of this Office).

If the foregoing proposal is acceptable to the United Nations Environment Programme, the Ministry of Foreign Affairs proposes that this note and the affirmative note of the United Nations Environment Programme together shall constitute an Agreement between the Kingdom of the Netherlands and the United Nations Environment Programme which shall enter into force on the date of receipt of the affirmative note of the United Nations Environment Programme.

The Ministry of Foreign Affairs avails itself of this opportunity to renew to the United Nations Environment Programme the assurances of its highest consideration.

The United Nations Environmental Programme presents its compliments to the Ministry of Foreign Affairs of the Kingdom of the Netherlands and has the honour to acknowledge receipt of the Ministry's Note of 21 November 2002 which reads as follows:

In reply, the United Nations Environmental Programme has the honour to inform the Ministry that the proposal is acceptable to UNEP, which therefore agrees that this affirmative note and the Ministry's Note shall constitute an Agreement between the United Nations Environmental Programme and the Kingdom of the Netherlands, which shall enter into force on the date of receipt by the Ministry of the affirmative note of the United Nations Environment Programme.

The United Nations Environmental Programme avails itself of this opportunity to renew to the Ministry of Foreign Affairs of the Kingdom of the Netherlands the assurances of its highest consideration.

Het in de nota's vervatte verdrag behoeft, evenals het onderhavige Verdrag, ingevolge artikel 7, onderdeel a, van de Rijkswet goedkeuring en bekendmaking verdragen niet de goedkeuring van de Staten-Generaal, alvorens in werking te kunnen treden.

De bepalingen van het in de nota's vervatte verdrag zijn ingevolge het gestelde in de voorlaatste alinea van nota nr. II op 21 november 2002 in werking getreden.

Wat het Koninkrijk der Nederlanden betreft, geldt het verdrag alleen voor Nederland.

In overeenstemming met artikel 19, tweede lid, van de Rijkswet goedkeuring en bekendmaking verdragen heeft de Minister van Buitenlandse Zaken bepaald dat het in de nota's vervatte verdrag zal zijn bekendge-maakt in Nederland op de dag na de datum van uitgifte van dit Tractatenblad.
