Voor het op 7 december 1944 te Chicago tot stand gekomen Verdrag inzake de internationale burgerluchtvaart zie ook Trb. 1999, 108.

De onderhavige Overeenkomst is in overeenstemming met artikel 102 van het Handvest der Verenigde Naties op 24 juni 1999 geregistreerd bij het Secretariaat der Verenigde Naties onder nr. 35755.

In overeenstemming met artikel XVIII, derde lid, van de Overeenkomst zijn op 10 november 1998 en 13 augustus 1999 te Harare tussen de Zimbabwaanse en de Nederlandse Regering brieven gewisseld houdende een verdrag tot wijziging van de routetabel. De tekst van de brieven luidt als volgt:

Your Excellency,

I have the honour to refer to the Agreement signed between the Government of the Republic of Zimbabwe and the Government of the Netherlands for Air Services between and beyond their respective territories done at Harare on 30 January, 1984, and to the discussions which took place on 8 and 9 July, 1998, in Harare between the representatives of the two Governments to review the air transport relations, resulting in the signing of a Memorandum of Understanding and conclusion of an agreement on a new Route Schedule.

As a result of these discussions, I have the honour to propose that the Air Services Agreement be amended by substituting for the Route Schedule thereto, the Route Schedule annexed to this Note.

If this proposal is acceptable to the Government of the Netherlands, I have the honour to propose that this Note, and your Excellency's reply to that effect, shall constitute, in accordance with Article 18 of the Agreement, an Agreement between the Government of the Republic of Zimbabwe and the Government of the Netherlands which shall enter into force on the date of your reply.

I avail myself of this opportunity to renew to Your Excellency, the assurances of my highest consideration.

I have the honour to inform you that the above-mentioned proposals are acceptable to the Government of the Kingdom of the Netherlands, which therefore agrees that your Note and this reply shall constitute, in accordance with Article 18 of the Agreement, an Agreement between the Government of the Kingdom of the Netherlands and the Government of the Republic of Zimbabwe which shall enter into force on the date of this reply.

Het in de brieven vervatte verdrag behoefde ingevolge artikel 7, onderdeel b, van de Rijkswet goedkeuring en bekendmaking verdragen, niet de goedkeuring van de Staten-Generaal.

De bepalingen van het verdrag zijn ingevolge het in de voorlaatste alinea van brief Nr. I gestelde op 13 augustus 1999 in werking getreden.

In overeenstemming met artikel 19, tweede lid, van de Rijkswet goedkeuring en bekendmaking verdragen heeft de Minister van Buitenlandse Zaken bepaald dat de in rubriek J afgedrukte wijziging in Nederland zal zijn bekendgemaakt op de dag na de datum van uitgifte van dit Tractatenblad.
