Sir,
I have the honour to inform you that the Secretariat of the International Atomic Energy Agency (the Agency) is planning to hold a Research Co-ordination Meeting on the Use of Radiation Processing to prepare Biomaterials for Applications in Medicine from 9 to 13 June 1997. The purpose of the meeting is to discuss and evaluate results obtained thus far by the participating institutes and to plan activities in the field. Approximately eleven scientists from Argentina, People's Republic of China, Egypt, Hungary, Indonesia, Japan, Kazakhstan, the Netherlands, Poland, Turkey and the USA are expected to attend the meeting. Mr. Olgun Güven of the Division of Physical and Chemical Sciences has informally discussed the venue of the meeting with Prof. A. M. Deelder [Faculty of Medicine, Leiden University, Wassenaarseweg 62, P.O. Box 9605, 2300 RC Leiden; Telephone No. (31) 71-527-6856; Fax No. (31) 71 527-6850] who has, on an informal basis, indicated his willingness to assist the Agency in holding this meeting at Leiden University.
I have the honour to enquire whether the Government of The Netherlands would wish to host the meeting in question, and if so, whether your Government would agree to make the following arrangements:
1. The Government of the Netherlands will accord to the Agency its property, funds and assets and, to its officials and participants officially invited by the Director General of the Agency to attend the meeting in their official capacities, and to members of the immediate families of such persons, the privileges and immunities contained in the Agreement on the Privileges and Immunities of the International Atomic Energy Agency which was accepted by the Government on 29 August 1963.
2. The Government will accord to the officials and participants mentioned above every facility necessary for the performance of their functions in connection with the meeting, including entering, remaining in and leaving the Netherlands. The Government will issue any necessary visas as expeditiously as possible and, where the legislation of the Netherlands permits, free of charge. The Government, however, reserves the right to deny, irrespective of nationality, visas to individual participants for national security reasons. Annex A contains the list of Member States to be invited to participate.
The Agency will inform the Government promptly of all persons officially designated to attend the meeting. The Agency will also advise such persons to apply for visas, if necessary, in good time before the opening date of the meeting, and the Host Government is expected to issue such visas promptly so as to allow participants to attend the meeting.
3. The Government will facilitate customs formalities for those persons on entering and leaving the Netherlands.
4. The Government will make available to the Agency without charge, and for the entire duration of the meeting, premises and facilities adequate and appropriate for the meeting. These will include secretarial assistance, a conference clerk and projectionist, access to reproduction facilities, a meeting room (accommodation for about 12 persons), one slide projector and screen, one overhead projector, and a blackboard. No interpretation will be required.
5. The Government will exercise reasonable care to ensure the security on the premises in which the meeting takes place and to ensure the safety of the officials of the Agency and participants while on the premises of the meeting. The Government will take whatever steps may be reasonable in the circumstances to ensure such security and such safety, including such supervision of the premises as may be warranted.
Should your Government wish to host the meeting in question, I would be grateful if you would inform me in writing of your Government's agreement on the above enumerated points by 15 April 1997 so as to enable the Secretariat to proceed with timely arrangements.

I have the honour to acknowledge receipt of your letter of 11 April 1997, which reads as follows:
I have the honour to inform you that my Government is prepared to host the meeting in question. My Government considers your letter and my reply as an agreement between the Kingdom of the Netherlands and the International Atomic Energy Agency, which shall enter into force on the date of receipt of this reply and shall remain in force for the duration of the meeting and for such additional period as is necessary for its winding up, the total duration of this agreement, however, not to exceed one year.
Please accept, Sir, the assurances of my highest consideration.

Het in de brieven vervatte verdrag behoefde ingevolge artikel 7, let- ter c, van de Rijkswet goedkeuring en bekendmaking verdragen niet de goedkeuring der Staten-Generaal, alvorens in werking te kunnen treden.
De bepalingen van het in de brieven vervatte verdrag zijn ingevolge het in de voorlaatste alinea van brief Nr. II gestelde op 22 mei 1997 in werking getreden.
Wat het Koninkrijk der Nederlanden betreft, geldt het verdrag alleen voor Nederland.
Van het op 26 oktober 1956 te New York tot stand gekomen Statuut van de Internationale Organisatie voor Atoomenergie (IAEA) zijn tekst en vertaling geplaatst in Trb. 1957, 50; zie ook, laatstelijk, Trb. 1990, 51.
Van de op 1 juli 1959 te Wenen tot stand gekomen Overeenkomst inzake de voorrechten en immuniteiten van de Internationale Organisatie voor Atoomenergie, naar welke Overeenkomst in de brieven wordt verwezen, is de tekst geplaatst in Trb. 1965, 49; zie ook, laatstelijk, Trb. 1971, 57.
In overeenstemming met artikel 19, tweede lid, van de Rijkswet goedkeuring en bekendmaking verdragen heeft de Minister van Buitenlandse Zaken bepaald dat het onderhavige verdrag in Nederland zal zijn bekendgemaakt op de dag na de datum van uitgifte van dit Tractatenblad.
