De Britse Regering heeft in overeenstemming met artikel 18, eerste lid, van de Overeenkomst wijzigingen voorgesteld van artikel 1 van Bijlage 2, welke de Secretaris-Generaal van de Verenigde Naties in overeenstemming met hetzelfde artikellid, op 13 februari 1995 ter kennis heeft gebracht van alle Overeenkomstsluitende Partijen en alle andere in artikel 9, eerste lid, van de Overeenkomst genoemde Staten.

De wijzigingen zijn ingevolge artikel 18, zesde lid, van de Overeenkomst op 13 februari 1996 voor alle Overeenkomstsluitende Partijen in werking getreden.

Wat het Koninkrijk der Nederlanden betreft, gelden de wijzigingen evenals de Overeenkomst alleen voor Nederland.

De Engelse en de Franse tekst van de wijzigingen van Bijlage 2 luiden als volgt:

Amendments proposed by the United Kingdom of Great Britain and Northern Ireland to Annex 2 of the Agreement

1. Annex 2 is modified as follows:

At the end of point 1, add the following words:

“By that means the equipment used for the transport of quick-frozen foodstuffs other than railway equipment shall be fitted with the device referred to in Appendix 1 to this Annex. If however one should proceed to the verification of the temperature of the foodstuff, this shall be done according to the procedure laid down in Appendix 2 to this Annex."

Proposition d'amendements du Royaume-Uni de Grande-Bretagne et d'Irlande du Nord à l'Annexe 2 de l'Accord

1. L'Annexe 2 est modifiée comme suit:

Ajouter le texte suivant à la fin du premier paragraphe:

«L'engin utilisé pour le transport de denrées surgelées, sauf s'il s'agit de matériel ferroviaire, sera équipé du dispositif visé à l'Appendice 1 de la présente Annexe. S'il convient toutefois de vérifier la température des denrées, cette opération sera effectuée conformément à la procédure énoncée à l'Appendice 2 de la présente Annexe.»

De Italiaanse Regering heeft in overeenstemming met artikel 18, eerste lid, van de Overeenkomst wijzigingen voorgesteld van de artikelen 6, 8, 10 en 18 van het bij Bijlage 1 behorende aanhangsel 2, welke de Secretaris-Generaal van de Verenigde Naties in overeenstemming met hetzelfde artikellid, op 22 februari 1995 ter kennis heeft gebracht van alle Overeenkomstsluitende Partijen en alle andere in artikel 9, eerste lid, van de Overeenkomst genoemde Staten.

De wijzigingen zullen ingevolge artikel 18, zesde lid, van de Overeenkomst op 22 februari 1996 voor alle Overeenkomstsluitende Partijen in werking treden.

Wat het Koninkrijk der Nederlanden betreft, zullen de wijzigingen evenals de Overeenkomst alleen voor Nederland gelden.

De Engelse en de Franse tekst van de wijzigingen van het bij Bijlage I behorende aanhangsel 2 luiden als volgt:

Proposal of Amendments by Italy to Annex 1 of the Agreement

– Paragraph 6 to read as follows:

“The mean outside temperatures and the mean inside temperatures of the body, taken over a steady period of not less than 12 hours, shall not vary by more than ± 0,3° C, and these temperatures shall not vary by more than ± 1,0° C during the preceding 6 hours.

The difference between the thermal capacity measured over two periods of not less than 3 hours at the start and at the end of the steady state period, and separated by at least 6 hours, shall be less than 3%.

The mean values of the temperatures and thermal capacity over at least the last 6 hours of the steady state period will be used in K co-efficient calculation.

The mean internal and external temperatures at the beginning and the end of the calculation period of at least 6 hours shall not differ by more than 0,2° C."

– Paragraph 8:

Fifth line, replace “not less than 20°" with “25 C ± 2° C"

Sixth line, delete “about" and add “± 0,5° C" after 20° C.

For a period of one year after this amendment comes into force, the officially-recognized testing stations may correct with the calculation the measured value of the K coefficient and make it to refer to an average wall temperature of + 20° C".

– Paragraph 10:

Tenth line, after “sufficient to", insert “obtain 40 to 70 air charges per hour related to the empty volume of the tested body, and the air distribution around all interval surfaces of the tested body shall be sufficient to ensure that the maximun difference......".

Penultimate line, replace “3° C" with “2° C".

– Paragraph 18 to read as follows:

“Throughout the test, the average temperature of the insulated chamber must be kept uniform and constant to within ± 0,5° C, at a level such that the difference in temperature between the inside of the equipment and the insulated chamber is not less than 25° C ± 2° C, with the average temperature of the body walls being kept at + 20° C ± 0,5° C.

For a period of one year after this amendment comes into force, the officially-recognized testing stations may correct with the calculation the measured value of the K coefficient, and make it refer to an average wall temperature of +20° C".

Proposition d'amendements de l'Italie à l'Annexe 1 de l'Accord

– Le paragraphe 6 doit se lire comme suit:

«Les températures moyennes extérieure et intérieure de la caisse pendant une période constante d'au moins 12 heures ne subissent pas de fluctuations supérieures à 0,3° C et, pendant les six heures précédentes, de fluctuations supérieures à 1,0° C.

La variation de la puissance thermique mesurée pendant deux périodes d'au moins trois heures, séparées par une période d'au moins six heures, au début et à la fin de la période constante, doit être inférieure à 3%.

Les valeurs moyennes de la température et de la puissance thermique pendant les six dernières heures au moins de la période constante servent au calcul du coefficient K.

L'écart entre les températures moyennes intérieure et extérieure au début et à la fin de la période de calcul d'au moins six heures n'excède pas 0,2° C.»

– Paragraphe 8:

Quatrième ligne, remplacer d'au moins 20° C» par «de 25° C ± 0,2° C».

À la fin du paragraphe, supprimer le mot «environ» et le remplacer par «± 0,5C» après +20° C.

Pendant une période d'un an après l'entrée en vigueur du présent amendement, les stations d'essai officiellement reconnues peuvent corriger au moyen du calcul la valeur mesurée du coefficient K et la faire correspondre à une température moyenne des parois de la caisse de +20° C.

– Paragraphe 10:

Huitième ligne, après l'adjectif «suffisant»,supprimer la virgule et insérer les mots «pour obtenir 40 à 70 charges d'air par heure en rapport avec le volume à vide de la caisse faisant l'objet de l'essai et la répartition de l'air autour de toutes les surfaces intérieures de la caisse faisant l'objet de l'essai sera suffisante...».

A l'avant dernière ligne, remplacer «3° C» par «2° C».

– Le paragraphe 18 doit se lire comme suit:

«Pendant toute la durée de l'essai, la température moyenne de la chambre isotherme devra être maintenue uniforme et constante à ± 0,5° C près, à un niveau tel que l'écart de température entre l'intérieur de l'équipement et la chambre isotherme ne soit pas inférieur à 25° C ± 2° C, la température moyenne des parois de la caisse étant maintenue à 20° C ± 0,5° C.

Pendant une période d'un an après l'entrée en vigueur du présent amendement, les stations d'essai officiellement reconnues peuvent corriger au moyen du calcul la valeur mesurée du coefficient K et la faire correspondre à une température moyenne des parois de la caisse de +20° C.

De Franse Regering heeft in overeenstemming met artikel 18, eerste lid, van de Overeenkomst wijzigingen voorgesteld van artikel 49 van het bij Bijlage 1 behorende aanhangsel 2, welke de Secretaris-Generaal van de Verenigde Naties in overeenstemming met hetzelfde artikellid, op 24 februari 1995 ter kennis heeft gebracht van alle Overeenkomstsluitende Partijen en alle andere in artikel 9, eerste lid, van de Overeenkomst genoemde Staten.

De wijzigingen zullen ingevolge artikel 18, zesde lid, van de Overeenkomst op 24 februari 1996 voor alle Overeenkomstsluitende Partijen in werking treden.

Wat het Koninkrijk der Nederlanden betreft, zullen de wijzigingen evenals de Overeenkomst alleen voor Nederland gelden.

De Engelse en de Franse tekst van de wijzigingen van het bij Bijlage I behorende aanhangsel 2 luiden als volgt:

Amendments proposed by France to Annex 1 of the Agreement

1. The new text of the first subparagraph of paragraph 49 (b) of Appendix 2 to Annex 1 to ATP should read:

“It shall be varified that, when the outside temperature is not lower than + 15°C, the inside temperature of the empty equipment, which has been previously brought to the outside temperature can be brought, within a maximum period of 6 hours: ..."

2. ATP, Annex 1, Appendix 2, paragraph 58 (ii) end, insert: “If the air flow of a refrigeration unit is to be measured, methode capable of measuring the total flow must be used. Use of one of the relevant existing standards, i.e. BS 848, ISO 5801, AMCE 210-85, DIN 24163, NFE 36101, NF X10.102, DIN 4796 E is recommended."

Proposition d'amendements de la France à l'Annexe 1 de l'Accord

1. Le nouveau texte du premier alinéa du paragraphe 49 b) de l'appendice 2, annexe 1 à l'ATP, se lira comme suit:

«On vérifiera que, lorsque la température extérieure n'est pas inférieure à + 15°C, la température intérieure de l'engin vide de tout chargement qui est préalablement amené à la température extérieure, peut être amenée dans un délai maximum de 6 heures: ...»

2. Ajouter à la fin de l'alinéa 58 ii) de l'appendice 2, annexe l à l'ATP le texte suivant:

«Si l'on se propose de mesurer le débit d'air d'un groupe frigorifique, il faut utiliser des méthodes capables de mesurer le débit global. Il est conseillé de reprendre l'une des normes existantes en la matière, à savoir:

BS 848, ISO 5801, AMCA 210-85, DIN 24163, NFE 36101, NF X10.102, DIN 4796 E.»
