Het in rubriek J van Trb. 1995, 124 afgedrukte administratief akkoord van 15 augustus 1994 is bij brieven van 14 augustus 1995 ter kennis van de Staten-Generaal gebracht.

De in rubriek J hieronder afgedrukte administratieve akkoorden behoeven ingevolge artikel 7, onderdeel b, van de Rijkswet goedkeuring en bekendmaking verdragen niet de goedkeuring der Staten-Generaal.

Ter uitvoering van artikel I van de onderhavige Overeenkomst is op 6 maart 1995 te Islamabad tussen de Nederlandse en Pakistaanse bevoegde autoriteiten een administratief akkoord tot stand gekomen inzake een project betreffende het opzetten en institutionaliseren van een systeem van nationale rekeningen, fase II. De tekst van het akkoord luidt als volgt:

Administrative Arrangement

The Netherlands Minister for Development Co-operation, being the competent Netherlands Authority for the purpose of this Administrative Arrangement, hereinafter referred to as “the Netherlands Party", represented in this matter by the Ambassador Extraordinary and Plenipotentiary of Her Majesty the Queen of the Netherlands at Islamabad, Pakistan Mr. A. F. Duyverman,

and

the Pakistan Ministry of Finance and Economic Affairs (Economic Affairs and Statistic Division), being the competent Pakistan Authority for the purpose of this Administrative Arrangement, hereinafter referred to as “the Pakistan Party";

Having decided to co-operate in the field of “National Account Statistics";

Having regard to the provision of Article I of the Agreement on Technical Cooperation signed between the Kingdom of the Netherlands and the Islamic Republic of Pakistan signed at Islamabad on 1st June 1988, hereinafter referred to as “the Agreement",

Have entered into the following Administrative Arrangement:

Article I The Project

1. The two parties shall jointly execute a project to be known as “Improvement of National Account Statistics, Phase II", hereinafter referred to as “the Project".

2. The aim of the Project is to adopt and implement the United Nations latest system of national accounts and to establish a sustainable program of national accounts development.

The aim of the Project will be achieved through the following specific objectives:

– A well defined national accounts framework and corresponding compilation methodology, a) within which the national accounts compilations are carried out, b) which can easily be adapted to reduced compilation, c) which can be easily modified to take account of changing policy and analytical needs and d) which can be easily expanded to carry out more detailed macro accounting studies responding to policy and analytical needs;

– a publication cycle of integrated national accounts statistics consisting of a) benchmark estimates for 1990/1991 with an extended input-output table and institutional sector accounts, b) annual national accounts estimates in current and constant prices and c) annual series of price and quantum indexes;

– a data collection scheme consisting of surveys and administrative data as basic data to support the cycle of national accounts publications;

– a handbook on national accounts compilation which documents the concepts, sources and methods of the publication cycle;

– institutional links with other government and private institutions to facilitate the statistical integration and exchange of basic data;

– a streamlined organisational structure of skilled staff which integrates operations of planning and monitoring, sampling, data collection, processing, editing, tabulation, national accounts compilation and publication;

– ten to twelve well trained staff members on key positions, who can direct, manage and improve the process of national accounts compilation. Forty to fifty staff members who are trained to work independently with the new system;

– an adequate installed base of computer equipment and software to monitor and support the national accounts compilations.

3. The aforesaid cooperation between the two Parties is planned to last 42 months.

Article II The Netherlands Contribution

1. The Netherlands Party shall make the following contribution to the Project:

– the payment of investments;

– the provision of training (not including simple computer training for MS/DOS and Word Processing);

– the provision of consultancies;

– the payment of external monitoring and evaluation missions.

2. The value of the Netherlands contribution is estimated at Dfl. 5,461,429.00 (which includes Dfl. 330,000.00 for evaluation and monitoring missions).

Article III The Pakistan Contribution

1. The Pakistan Party shall provide the project with counterpart staff and with the payment of investments, not included in the Netherlands contribution.

2. The value of the Pakistan contribution is financed from regular budgets for recurrent costs of the Federal Bureau of Statistics.

Article IV The Executive Authorities

1. The Netherlands Party shall appoint the Directorate General for International Cooperation of the Ministry of Foreign Affairs as the Netherlands Executive Authority in charge of the Project.

2. The Pakistan Party shall appoint the Federal Bureau of Statistics, Statistics division as the Pakistan Executive Authority in charge of the implementation of the Project.

3. The above mentioned Netherlands Executive Authority shall be represented in Pakistan, as far as the day to day operations of the Project are concerned, by the Team Leader appointed by the Netherlands Party.

Article V Delegation

Each of the Executive Authorities, mentioned in Article IV, shall be entitled to delegate under its own responsibility, partly or entirely its duties in connection with the Project to a third party. In doing so, the Executive Authorities shall inform each other immediately in writing of the names of persons or institutions delegated and of the extent of such delegation.

Article VI The Team Leader

The Netherlands Team Leader (also named Chief Technical Advisor or CTA) shall be responsible to the Netherlands Executive Authority for the correct implementation of the Netherlands contribution. The Team Leader shall act in close consultation with the Pakistan Executive Authority and respect the operational instructions given by the said authority to the Pakistan personnel. The Pakistan Executive Authority shall provide the Team Leader with any information that may be considered necessary for the execution of the project.

Article VII The Plan of Operations

1. The Executive Authorities shall establish in common agreement a Plan of Operations indicating in detail:

– the contribution of either Party;

– the number and duties of the staff appointed by each Party;

– their job-descriptions;

– the duration of their assignment;

– a time-table;

– a description of the equipment and materials to be made available;

– the monitoring of progress and the reporting.

2. The Plan of Operations forms an integral part of this Administrative Arrangement.

3. The Plan of Operations may be amended in common agreement by the Executive Authorities.

Article VIII Reporting

The Netherlands Team Leader shall submit semi annual reports in the English language on the progress made in the execution of the Project to both Executive Authorities. At the termination of the Project, the Team Leader shall submit a final report in the English language on all aspects of the work done in connection with the Project to all parties involved.

Article IX Status of Expatriate Staff

The expatriate staff supplied to the Project by the Netherlands Party shall enjoy the privileges and immunities as described in the Articles II and III of the Agreement.

Article X Status of Netherlands equipment and materials

1. In conformity with the provisions of Article V of the Agreement the Government of the Islamic Republic of Pakistan will exempt from all import duties and other charges the equipment (including motor vehicles) and other supplies provided by the Netherlands Government in connection with the Project.

2. The ownership of all equipment and materials (including motor vehicles) supplied by the Netherlands Party, will be transferred to the Pakistan Party at the time the cooperation between the two Parties on the Project will be terminated unless both Parties decide to give another destination to the equipment and materials.

Article XI Review and Evaluation

The Executive Authorities shall review the Project and shall carry out regularly an evaluation several months before the end of the Project.

Article XII Settlement of disputes

Any dispute concerning the interpretation or implementation of this Administrative Arrangement which cannot be settled in consultation between both Parties shall be referred to the respective Governments and shall be settled in a way to be decided upon by the latter.

Article XIII Entry into force and duration

This Administrative Arrangement shall enter into force, with retroactive effect to 1 January 1993, on the day of signature by both Parties and shall expire at the end of the period mentioned in article I, paragraph 3, of this Arrangement or on the date on which the Project has been completed in conformity with the provisions of this Arrangement and the Plan of Operations, whichever date is the later.

Ter uitvoering van artikel I van de onderhavige Overeenkomst is op 10 oktober 1996 te Islamabad tussen de bevoegde wederzijdse autoriteiten een administratief akkoord tot stand gekomen inzake een proefproject betreffende het versterken van de rol van de vrouw in de veeteeltsector. De tekst van het akkoord luidt als volgt:

Administrative Arrangement

The Netherlands Minister for Development Co-operation, being the competent Netherlands Authority for the purpose of this Administrative Arrangement, hereinafter referred to as “the Netherlands Party", represented in this matter by the Ambassador Extraordinary and Plenipotentiary of Her Majesty the Queen of the Netherlands at Islamabad,

and

the Pakistan Ministry for Finance and Economic Affairs, Economic Affairs Division, being the competent Pakistan Authority for the purpose of this Administrative Arrangement, hereinafter referred to as “the Pakistan Party";

Having decided to cooperate in the field of “Animal Husbandry";

Having regard to the provision of Article I of the Agreement on Technical Co-operation between the Kingdom of the Netherlands and the Islamic Republic of Pakistan signed at Islamabad on June 1, 1988, hereinafter referred to as “the Agreement",

Have entered into the following Administrative Arrangement:

Article I The Project

1. The two parties shall jointly execute a project to be known as “Pilot Project Livestock Extension Through Women Workers", hereinafter referred to as “the Project".

2. The aim of the Project is to strengthen the role of women in animal husbandry through the development of vocational training and the employment of female staff members in the Directorate Livestock and Dairy Development in the North West Frontier Province.

The aim of the Project will be achieved through the following specific objectives:

– training of forty five (45) female stock assistants over a period of five years;

– development and execution of a livestock extension programme especially geared to the needs and constraints of female livestock farmers;

– promote collaboration between male and female staff in order to improve the efficiency of animal husbandry extension and

– establish close working relationships with field workers in other sectors (agriculture, range management, health) in order to achieve an integrated and more effective approach to women in rural development.

3. The aforesaid co-operation between the two Parties is planned to last five years.

Article II The Netherlands Contribution

1. The Netherlands Party shall make the following contribution to the Project:

– the payment of investments;

– the provision of training and scholarships;

– the provision of consultancies and evaluation missions;

– part of operational costs.

2. The Netherlands contribution is maximum NLG 1,673,000.00.

Article III The Pakistan Contribution

1. The Pakistan Party shall provide the Project with full-time available and capable counterpart staff and provide for project administration running costs.

2. The value of the Pakistan contribution is estimated at PRS. 841,000.00.

3. Of the 45 trainee Female Stock Assistants a minimum of 30 will be provided with regular employment by the Directorate of Livestock and Dairy Development during the project period: 10 at the end of the training of each batch of 15 trainees.

Article IV The Executive Authorities

1. The Netherlands Party shall appoint the Directorate General for International Co-operation of the Ministry of Foreign Affairs, or any body authorized to perform any functions at present exercised by the said Directorate as the Netherlands Executive Authority in charge of the Project.

2. The Pakistan Party shall appoint the Directorate of Livestock and Dairy Development (DLDD) in Peshawar, NWFP, in co-operation with the Animal Husbandry In-service Training Institute as the Pakistan Executive Authority in charge of the implementation of the Project.

3. The above-mentioned Netherlands Executive Authority shall be represented in Pakistan, as far as the day to day operations of the Project are concerned, by the Team Leader appointed by the Netherlands Party.

Article V Delegation

Each of the Executive Authorities, mentioned in Article IV, shall be entitled to delegate under its own responsibility, partly or entirely its duties in connection with the Project to a third party. In doing so, the Executive Authorities shall inform each other immediately in writing of the names of persons or institutions delegated and of the extent of such delegation.

Article VI The Team Leader

The Netherlands Team Leader shall be responsible to the Netherlands Executive Authority for the correct implementation of the Netherlands contribution. The Team Leader shall act in close consultation with the Pakistan Executive Authority and respect the operational instructions given by the said Authority to the Pakistan personnel. The Pakistan Executive Authority shall provide the Team Leader with any information that may be considered necessary for the execution of the Project.

Article VII The Plan of Operations

1. The Executive Authorities shall establish in common agreement a Plan of Operations indicating in detail:

– the contribution of either Party;

– the number and duties of the staff appointed by each Party;

– their job-descriptions;

– the duration of their assignment;

– a time-table;

– a description of the equipment and materials to be made available;

– the monitoring of progress and the reporting.

2. The Plan of Operations shall form an integral part of this Administrative Arrangement.

3. The Plan of Operations may be amended in common agreement by the Executive Authorities.

Article VIII Reporting

The Project Director and the Netherlands Team Leader shall submit half yearly reports in the English language on the progress made in the execution of the Project to both Executive Authorities.

At the termination of the Project, the Team Leader shall submit a final report in the English language on all aspects of the work done in connection with the Project to all parties involved.

Article IX Status of Expatriate Staff

The expatriate staff supplied to the Project by the Netherlands Party shall enjoy the privileges and immunities as described in the Articles II and III of the Agreement.

Article X Status of Netherlands equipment and materials

1. In conformity with the provisions of Article V of the Agreement the Government of the Islamic Republic of Pakistan will exempt from all import duties and other charges the equipment (including motor vehicles) and other supplies provided by the Netherlands Government in connection with the Project.

2. The ownership of all equipment and materials (including motor vehicles) supplied by the Netherlands Party, will be transferred to the Pakistan Party at the time the co-operation between the two Parties on the Project will be terminated unless both Parties decide to give another destination to the equipment and materials.

Article XI Review and Evaluation

The Executive Authorities shall evaluate the Project in mid 1996 and mid 1998.

Article XII Settlement of disputes

Any dispute concerning the interpretation or implementation of this Administrative Arrangement which cannot be settled in consultation between both Parties shall be referred to the respective Governments and shall be settled in a way to be decided upon by the latter.

Article XIII Entry into force and duration

This Administrative Arrangement shall enter into force with retroactive effect to 1 August 1994, on the day of signature by both Parties and shall expire at the end of the period mentioned in article I, paragraph 3, of this Arrangement or on the date on which the Project has been completed in conformity with the provisions of this Arrangement and the Plan of Operations, whichever date is the later.

Administrative Arrangement

Have entered into the following Administrative Arrangement:

Article I The Project

1. The two parties shall jointly execute a project to be known as “Strengthening Soil Survey of Pakistan", hereinafter referred to as “the Project".

2. The development objective of the Project is to strengthen the Soil Survey of Pakistan Department (SSP), so that now and in future it can better comply with the requests for soil data.

The development objective of the Project will be achieved through the following specific objectives:

– Increase the capacity/capability of the laboratory for soil and water research;

– introduction of new working methods for the laboratory;

– introduction of quantitative land evaluation methods;

– development of a system for computerised processing of research data;

– operationalise a Geographical Information System (GIS);

– strengthening of the position in the organisation to diffuse the information;

– (on the job) training of SSP-workers;

– reorganise SSP;

– to build a new library, auditorium and exhibition center.

3. The aforesaid cooperation between the two Parties is planned to last three years.

Article II The Netherlands Contribution

1. The Netherlands Party shall make the following contribution to the Project:

– the payment of investments;

– the provision of training;

– the provision of consultancies;

– the payment of monitoring and evaluation unit staff.

2. The value of the Netherlands contribution is maximum NLG 4,156,864.00 (including NLG 90,000.00 for evaluation).

Article III The Pakistan Contribution

1. The Pakistan Party shall provide the project with full-time available and capable counterpart staff and with the payment of investments.

2. The value of the Pakistan contribution is estimated at PKRS. 12,409,000.00.

Article IV The Executive Authorities

1. The Netherlands Party shall appoint the Directorate General for International Cooperation of the Ministry of Foreign Affairs or anybody authorized to perform any functions at present exercised by the said Directorate as the Netherlands Executive Authority in charge of the Project.

2. The Pakistan Party shall appoint the Soil Survey of Pakistan of the Ministry of Food, Agriculture and Cooperatives as the Pakistan Executive Authority in charge of the implementation of the Project.

3. The above-mentioned Netherlands Executive Authority shall be represented in Pakistan, as far as the day-to-day operations of the Project are concerned, by the Team Leader appointed by the Netherlands Party.
