Het in de nota's vervatte verdrag is bij brieven van 22 januari 1996 in overeenstemming met artikel 13, eerste lid, van de Rijkswet goedkeuring en bekendmaking verdragen ter kennis gebracht van de Eerste en de Tweede Kamer der Staten-Generaal.

Op 15 mei en 24 juni 1996 zijn te Helsinki nota's gewisseld tot verlenging van het onderhavige verdrag. De tekst van bedoelde nota's luidt als volgt:

The Embassy of the Kingdom of the Netherlands presents its compliments to the Ministry for Foreign Affairs of the Republic of Finland and, with reference to the Embassy's Note of 20 April 1995 concerning the Agreement governing the status of personnel seconded to the Europol Drugs Unit in The Hague and the Ministry's Note No. 12106 of 12 May 1995, has the honour to propose on behalf of the Government of the Kingdom of the Netherlands that the said Agreement, which is formed by the aforesaid Notes, shall be extended from 30 May 1996 for an indefinite period.

If the foregoing proposal is acceptable to the Government of the Republic of Finland, the Embassy proposes that this Note and the affirmative Note of the Ministry, a draft1 of which has been attached, together shall constitute an agreement between the Kingdom of the Netherlands and the Republic of Finland, which shall enter into force on the date of receipt of the affirmative Note of the Ministry, in case of receipt after 30 May 1996 with retroactive effect to 30 May 1996.

The Embassy of the Kingdom of the Netherlands avails itself of this opportunity to renew to the Ministry for Foreign Affairs of the Republic of Finland the assurances of its highest consideration.

The Ministry for Foreign Affairs of Finland present their compliments to the Embassy of the Kingdom of the Netherlands and have the honour to acknowledge receipt of the Embassy's Note No. HEL/999, dated 15 May 1996, worded as follows:(Zoals in Nr. I)

The Ministry have the honour to inform the Embassy that the Government of the Republic of Finland agrees to the contents of the aforesaid Note and that the Embassy's Note and this Note of acknowledgement together shall constitute an Agreement between the Republic of Finland and the Kingdom of the Netherlands, which shall enter into force on the date of receipt of this Note, with retroactive effect tot 30 May 1996.

The Ministry for Foreign Affairs avail themselves of this opportunity to renew to the Embassy of the Kingdom of the Netherlands the assurance of their highest consideration.

Ingevolge het in de voorlaatste alinea van de nota's gestelde is het verlengingsverdrag op 2 juli 1996 in werking getreden, met terugwerkende kracht tot 30 mei 1996.

Ingevolge artikel 7, onderdeel e, van de Rijkswet goedkeuring en bekendmaking verdragen behoeft het verdrag tot verlenging niet de goedkeuring der Staten-Generaal.
