Sir,
I have the honour to inform you that the Secretariat of the International Atomic Energy Agency (IAEA) is planning to hold a Technical Committee (International Working Group) on Gas Cooled Reactors on 2 December 1994.
The objectives of the meeting are to review activities which the IAEA has carried out in the framework of the International Working Group on Gas-Cooled Reactors and to recommend a programme for 1995/1996. Dr. A. van Heek of the Netherlands Energy Research Foundation (ECN), Petten, the Netherlands, Fax: 0031 2246 3490, Tel: 0031 2246 4090 has informally expressed interest in hosting the meeting at ECN on 2 December 1994, on the occasion of the IAEA Technical Committee Meeting on Development Status of Modular High Temperature Reactors (HTRs) and their Future Role (28–29 November 1994) and the ECN Workshop on the Role of Modular HTRs in the Netherlands (30 November–1 December 1994).
About 20 persons from 13 countries and two international organizations are expected to attend. The Scientific Secretary of the meeting will be Mr. John Cleveland of the Division of Nuclear Power, IAEA.
I have the honour to enquire whether your government would wish to host the meeting in question, and if so, whether your Government would agree to make the following arrangements.
1. The Government of the Netherlands will accord to the IAEA, its property, funds and assets, and to the officials of the IAEA and participants officially designated to attend the meeting in their official capacities, and to their spouses and relatives dependent on them, the respective privileges and immunities contained in the Agreement on the Privileges and Immunities of the IAEA which was accepted by the Government on 29 August 1963. The Government of the Netherlands will accord to participants officially designated to attend the meeting in their official capacities, and to their spouses and relatives dependent on them, the privileges and immunities due to officials of the IAEA, and to their spouses and relatives dependent on them.
2. The Government will accord to officials and participants mentioned above every facility necessary for the performance of their function in connection with the meeting, including entering, remaining in and leaving the Netherlands. The Government will issue any necessary visas as expeditiously as possible and, where the legislation of the Netherlands permits, free of charge. Annex A contains the list of Member States and International Organizations to be invited to participate.
The IAEA will inform the Government promptly of all persons officially designated to attend the meeting. The IAEA will also advise such persons to apply for visas, if necessary, in good time before the opening date of the meeting, and the Host Government is expected to issue such visas promptly so as to allow participants to attend the meeting.
3. The Government will facilitate customs formalities for those persons on entering and leaving the Netherlands.
4. The Government will make available to the IAEA, without charge, and for the entire duration of the meeting, premises and facilities adequate and appropriate for the meeting, as listed in Annex B.
5. The Government will exercise reasonable care to ensure security on the premises in which the meeting takes place and to ensure the safety of the officials of the IAEA and participants while on the premises of the meeting. The Government will take whatever steps may be reasonable in the circumstances to ensure such security and safety, including such supervision of the premises as may be warranted.
Should your Government wish to host the meeting in question, I would be grateful if you would inform me in writing of your Government's agreement on the above enumerated points as soon as possible so as to enable the Secretariat to proceed with timely arrangements.

In addition to the above specific tasks, all servicing staff must be prepared to perform other duties in connection with the preparation and running of the meeting, and in particular to provide assistance in compiling and distribution of documents whenever necessary.

I have the honour to inform you that my Government is prepared to host the meeting in question. My Government considers your letter and my reply as an agreement between the Kingdom of the Netherlands and the International Atomic Energy Agency, which shall enter into force on the date of receipt of this reply and shall remain in force for the duration of the Meeting and for such additional period as is necessary for its winding up, the total duration of this agreement however not to exceed one year.

Het in de briefwisseling vervatte verdrag behoefde ingevolge arti- kel 91 van de Grondwet, juncto artikel 7, letter c, van de Rijkswet goedkeuring en bekendmaking verdragen, niet de goedkeuring der Staten-Generaal.
De bepalingen van het in de brieven vervatte verdrag zijn ingevolge het gestelde in de voorlaatste alinea van de tweede brief op 1 december 1994 in werking getreden.
Wat het Koninkrijk der Nederlanden betreft, geldt het verdrag alleen voor Nederland.
Van het op 26 oktober 1956 te New York tot stand gekomen Statuut van de Internationale Organisatie voor Atoomenergie (IAEA) zijn tekst en vertaling geplaatst in Trb. 1957, 50; zie ook, laatstelijk, Trb. 1990, 51.
Van de op 1 juli 1959 te Wenen tot stand gekomen Overeenkomst inzake de voorrechten en immuniteiten van de Internationale Organisatie voor Atoomenergie, naar welke Overeenkomst in de brieven wordt verwezen, is de tekst geplaatst in Trb. 1965, 49; zie ook, laatstelijk, Trb. 1971, 57.
De Europese Unie, welke organisatie wordt genoemd in Bijlage A bij de eerste brief, is opgericht bij het op 7 februari 1992 te Maastricht tot stand gekomen Verdrag betreffende de Europese Unie. De Nederlandse tekst van dat Verdrag is geplaatst in Trb. 1992, 74; zie ook, laatstelijk, Trb. 1994, 28.
De Organisatie voor Economische Samenwerking en Ontwikkeling, welke organisatie wordt genoemd in Bijlage A bij de eerste brief, is opgericht bij het op 14 december 1960 te Parijs tot stand gekomen Verdrag nopens de Organisatie voor Economische Samenwerking en Ontwikkeling. De tekst van dat Verdrag is geplaatst in Trb. 1988, 127; zie ook, laatstelijk, Trb. 1994, 193.
