Voor de in rubriek F genoemde Staat is de Overeenkomst ingevolge artikel 10, tweede lid, drie maanden na het tijdstip van nederlegging van de akte van toetreding van kracht geworden.

1 Onder de volgende verklaring:«Au moment de la signature de la présente Convention, le Gouvernement de la République française, se référant au paragraphe 2 de l'article 3 de la Convention, déclare qu'il subordonne l'application de celle-ci à la conclusion d'accords interétatiques.»

2 Onder voorbehoud van bekrachtiging.

3 Onder de volgende verklaringen:

“Article 3(2)

The Kingdom of Spain, in accordance with Article 3, paragraph 2 of the Convention, declares that its application shall be subject to the previous conclusion of inter-state agreements with the other Party concerned.

Article 3(5)

The Kingdom of Spain, in accordance with Article 3, paragraph 5 of the Convention, specifies that the Authorities competent to exercise control or supervision with regard to the territorial communities and authorities concerned are: the Ministry of Foreign Affairs and the Ministry of Public Administrations." 1 Op 3 oktober 1990 is de Duitse Democratische Republiek toegetreden tot de Bondsrepubliek Duitsland.

2 Onder de volgende verklaring:

«Le Gouvernement de la République française, se référant au paragraphe 2 de l'article 3 de la Convention, déclare qu'il subordonne l'application de celle-ci à la conclusion d'accords interétatiques.»

Op 26 januari 1994 is bovenstaande verklaring door de Regering van Frankrijk ingetrokken.

3 Onder bevestiging van de bij de ondertekening op 21 mei 1980 afgelegde verklaringen (zie Trb. 1980, 129, blz. 12) en onder de volgende verklaring:

«Le Gouvernement italien, se référant au paragraphe 2 de l'article 3 de la Convention, déclare qu'il subordonne l'application de celle-ci à la conclusion d'accords interétatiques.»

4 Onder de verklaringen:

“Article 3(2)

The Kingdom of Spain, in accordance with Article 3, paragraph 2 of the Convention, declares that its application shall be subject to the previous conclusion of inter-state agreements with the other Party concerned.

Failing that, the effectiveness of transfrontier collaboration Agreements signed by territorial authorities or bodies will require the express consent of the Governments of the Parties concerned.

Article 3 (5)

The Kingdom of Spain, in accordance with Article 3, paragraph 5 of the Convention, specifies that the Authorities competent to exercise control or supervision with regard to the territorial communities and authorities concerned are: the Ministry of Foreign Affairs and the Ministry of Public Administrations." 5 Onder de volgende verklaring:

“Finland, according to the Article 2, paragraph 2 of the European Outline Convention on Transfrontier Co-operation between Territorial Communities or Authorities, intends to confine the scope of the Convention to municipalities and federations of municipalities which are competent for the transfrontier co-operation in Finland."

6 “The Republic of Hungary hereby announces that until the recall of the present declaration the Hungarian authorities listed below are pronounced as those coming under the force of the European Outline Convention on Transfrontier Co-operation between Territorial Communities or Authorities on the basis of the Paragraph 2, Article 2 of the Convention, in compliance with the decrees of the Hungarian Law:

a. the communal, urban, capital and its district and county self-governments;

b. the Commissioner of the Republic and his/her Office."
