VERSLAG VAN EEN CONFERENTIE

Vastgesteld 15 januari 2009

Op 15 december 2008 vond in Parijs de jaarlijkse conferentie plaats van Griffiers van de parlementen van de EU-lidstaten en het Europees Parlement (EP). Deze dient ter voorbereiding op de conferentie van EU parlementsvoorzitters, die dit jaar van 26 t/m 28 februari in Frankrijk plaatsvindt. Het programma van de conferentie is onderaan dit verslag gevoegd. De Griffier van de Tweede Kamer, J. E. Biesheuvel-Vermeijden, heeft aan deze conferentie deelgenomen. Zij werd daarbij begeleid door haar stafmedewerker, N. G. de Boer.

Agendapunt 1 – programma & agenda EU Voorzittersconferentie

Het programma en de agenda voor de volgende Voorzittersconferentie werd zonder veel discussie vastgesteld. Wel werd besloten om meer tijd in te ruimen voor het bespreken van het onderwerp «Europe and crisis management», daar een grote meerderheid van de aanwezigen het belangrijk vond om de kredietcrises uitgebreid aan de orde te kunnen stellen. Een Deens voorstel om een extra Griffiersvergadering te houden voorafgaand aan de conferentie, om te bespreken hoe de nieuwe bevoegdheden voor parlementen zoals neergelegd in het Verdrag van Lissabon nader uitgewerkt kunnen worden, haalde het niet. De meerderheid was van mening dat dit onderwerp bij de COSAC moet blijven liggen. Tot slot is besloten om het door vier vrouwelijke voorzitters (waaronder de Voorzitter van de Tweede Kamer) aangedragen onderwerp «De EU en interculturele dialoog» te betrekken bij de discussie over «The future of Europe for 2030».

Voor het onderwerp «Institutional future of the European Union» wordt nog een discussiestuk gemaakt dat voor de conferentie rondgestuurd zal worden. Het aangepaste programma en de definitieve agenda worden eind januari verspreid. Het concept programma zoals dat in december in Parijs voorlag is bij dit verslag gevoegd.

Agendapunt 2 – presentatie stand van zaken IPEX

De Deense delegatie gaf een korte presentatie over de stand van zaken van de verdere ontwikkeling van de IPEX site. De site is recentelijk door het EP vernieuwd en ook in 2009 zal door worden gewerkt aan verdere verbetering ervan, voorstellen daartoe zijn van harte welkom. In mei 2009 vindt de volgende vergadering plaats van IPEX correspondenten, daar zal onder andere de nieuwe samenstelling van de IPEX Board worden vastgesteld, overigens voor het overgrote deel ongewijzigd ten opzicht van nu. Deze zal dan bestaan uit Denemarken (voorzitter), Zweden, Frankrijk, Italië, Finland, het VK, Duitsland en Hongarije. Het Europees Parlement en de ECPRD zijn waarnemers.

Overige onderwerpen

Zweden bekleedt in de tweede helft van 2009 het EU voorzitterschap en het parlement organiseert in dat kader de gebruikelijke COSAC vergaderingen alsook zes commissieconferenties. Het schema sturen zij zo spoedig mogelijk rond. In 2010 organiseren de Zweden vervolgens op 7 en 8 maart de Griffiersconferentie en op 14 en 15 mei de Voorzittersconferentie.
