De Russische regering heeft in overeenstemming met artikel 6, eerste lid, wijzigingen van de Bijlage bij de Overeenkomst voorgesteld, welke de Secretaris-Generaal van de Verenigde Naties in overeenstemming met hetzelfde artikellid, op 28 september 2004 ter kennis heeft gebracht van alle Verdragsluitende partijen. De Engelse en de Franse tekst1 van de wijzigingen luiden als volgt:

Belarus, 17 december 1974

The Byelorussian Soviet Socialist Republic considers it necessary to state that the provisions of article 3 of the European Agreement supplementing the Vienna Convention on Road Traffic of 1968 and of article 3 of the European Agreement supplementing the Vienna Convention on Road Signs and Signals of 1968, under which States may extend the applicability of the Agreements to territories for the international relations of which they are responsible, are anachronistic and contrary to the Declaration of the United Nations General Assembly on the Granting of Independence to Colonial Countries and Peoples (General Assembly resolution 1514 (XV) of 14 December 1960), which proclaims the necessity of bringing to a speedy and unconditional end colonialism in all its forms and manifestations.

Estland, 30 november 1993

Estonia does not consider itself bound by article 9 of the Agreement.

Finland, 1 april 1985

Declaration:

1. With respect to Annex, paragraph 17 (amendment to Section B of Annex I, paragraphs 2 and 3 of the Convention:

``Signs indicating dangerous descent and steep ascent"), Finland reserves the right to use sign A, 2c of the Convention to indicate a dangerous descent, instead of sign A, 2a. Similarly sign A, 3c of the Convention is used to indicate a steep ascent instead of sign A, 3a;

2. With respect to Article 11, paragraph 3, Finland notifies that the reservations Finland has made to Article 18, preamble and paragraphs 4 and 5 of Section F of Annex 5 and paragraph 6 of Section F of Annex 5 of the Convention on Road Signs and Signals shall also apply to the European Agreement Supplementing the Convention.

Reservation:

With respect to Annex, paragraph 22 (amendment to the Note and Section A of Annex 4 of the Convention): Prohibition signs, Finland reserves the right to use an oblique red bar in signs corresponding to signs C, 3a -C, 3k of the Convention.

Finland, 5 september 1995

Modification of the text of the reservation made by Finland, as adapted in view of the entry into force of the amendments proposed by Belgium on 31 May 1994 to the 1968 Convention on Road Signs and signals:

The reservation made by Finland [made upon ratification] also applies to signs C, 3g to C, 3h and C, 3m to C, 3n to the Annex.

Frankrijk, 16 januari 1974

With regard to article 23, paragraph 3bis (b), of the Agreement on Road Signs and Signals, France intends to retain the possibility of using lights placed on the side opposite to the direction of traffic, so as to be in a position to convey meanings different from those conveyed by the lights placed on the side appropriate to the direction of traffic.

Hongarije, 16 maart 1976

The Presidential Council of the Hungarian People's Republic does not consider itself bound by the provisions of article 9 of the Agreement, in pursuance of article 11, paragraph 1, thereof.

The Presidential Council of the Hungarian People's Republic declares that the provisions of article 2 of the European Agreement supplementing the Convention on Road Traffic opened for signature at Vienna on 8 November 1968, opened for signature at Geneva on 1 May 1971, are at variance with the generally recognized principle of the sovereign equality of States and it considers that these international instruments should be open for participation by all interested States without any discrimination.

The Presidential Council of the Hungarian People's Republic further declares that the provisions . . . of article 3 of the European Agreement, supplementing the Convention on Road Traffic opened for signature at Vienna on 8 November 1968 opened for signature at Geneva on 1 May 1971, are at variance with the Declaration of the United Nations General Assembly on the Granting of Independence to Colonial Countries and Peoples [resolution 1514 (XV) of 14 December 1960].(chapter XI.B-23)

The Polish People's Republic will use symbol A, 2c (dangerous descent) instead of symbol A, 2a, and symbol A, 3c (steep ascent) instead of symbol A,3a provided for in item 17 of the annex to the aforesaid Agreement in accordance with the provisions of Annex 1, Section B, paragraphs 2 and 3, of the Convention on Road Signs and Signals.

Roemenië, 9 december 1980

Reservation made upon signature and confirmed upon ratification:

a. The Socialist Republic of Romania declares that, in accordance with article 11, paragraph 1, of the European Agreement supplementing the Convention on Road Traffic opened for signature at Vienna on 8 November 1968, and with article 11, paragraph 1, of the European Agreement supplementing the Convention on Road Signs and Signals opened for signature at Vienna on 8 November 1968, it does not consider itself bound by article 9 of the two Agreements, under which any dispute between two or more Contracting Parties which relates to the interpretation or application of the Agreements and which is not settled by negotiation is to be referred to arbitration if any of the Parties so requests.

It is the position of the Socialist Republic of Romania that such disputes may be referred to arbitration only with the consent of all the Parties in dispute in each individual case.

Declaration made upon signature:

b. The Council of State of the Socialist Republic of Romania considers that the provisions of article 2 of the European Agreement supplementing the Convention on Road Traffic opened for signature at Vienna on 8 November 1968, and article 2 of the European Agreement supplementing the Convention on Road Signs and Signals opened for signature at Vienna on 8 November 1968, are not in keeping with the principle that multilateral international treaties whose aim and purpose affect the international community as a whole should be opened to universal participation.

Declaration made upon signature and confirmed upon ratification:

c. The Council of State of the Socialist Republic of Romania feels that the maintenance of a dependent status for certain territories to which reference is made by the provisions of article 3 of the European Agreement supplementing the Convention on Road Traffic opened for signature at Vienna on 8 November 1968, is not in keeping with the Charter of the United Nations or with the documents adopted by the United Nations concerning the granting of independence to colonial countries and peoples, including the Declaration on Principles of International Law concerning Friendly Relations and Co-operation among States in accordance with the Charter of the United Nations, which was unanimously adopted in General Assembly resolution 2625 (XXV) of 24 October 1970 and which solemnly proclaims the duty of States to promote realization of the principle of equal rights and self-determination of peoples in order to bring a speedy end to colonialism.(chapter XI.B-23)

Russische Federatie, 27 september 1974

Zweden, 25 juli 1985

With respect to paragraph 22 of the annex, signs C, 3a to C, 3k shall incorporate an oblique bar.

The reservations of Sweden to the Convention on Road Signs and Signals also apply to this Agreement.

With regard to article 9:

Sweden opposes that disputes in which it is involved shall be referred to arbitration.

Zwitserland, 11 december 1991

Annex, number 9 (article 10, paragraph 6, of the Convention):

Switzerland reserves the right to provide in its national legislation, as an advance warning sign for sign B 2a , for an identical sign with an additional panel (model H, 1) as indicated in annex 1, section H.

Annex, numbers 9bis and 22 (article 13 bis and annex 1, section E, subsection II, paragraph 7, of the Convention):

Switzerland does not consider itself bound by the provisions of numbers 9bis and 22 of the annex.

Annex, paragraph 12 (article 24, paragraph 2, of the Convention):

Switzerland reserves the right to provide in its national legislation for the use of the three-colour system for light signals for pedestrians, in accordance with article 24, paragraph 2, of the Convention.

G. INWERKINGTREDING

De bepalingen van de in rubriek B hierboven geplaatste wijziging zullen ingevolge artikel 6, tweede lid, onderdeel a, van de Overeenkomst in werking treden op 28 maart 2006, tenzij meer dan een derde van de Verdragsluitende Partijen voor 28 september 2005 de Secretaris-Generaal hebben medegedeeld dat zij de wijziging verwerpen, dan wel dat zij wensen dat een conferentie wordt bijeengeroepen ter bestudering van de wijziging.

De bepalingen zullen ingevolge hetzelfde artikel niet gelden voor de partijen die de wijziging hebben verworpen of een conferentie wensten.
