(Nota dd 12 februari 1996 gezonden aan het Ugandese Ministerie van Buitenlandse Zaken te Kampala)

The Embassy of the Kingdom of the Netherlands presents its compliments to the Ministry of Foreign Affairs of the Republic of Uganda and has the honour to propose on behalf of the Government of the Kingdom of the Netherlands that Article 2, paragraphs 1 and 2, Articles 3, 4, 5, 6 and 7, and Article 9, paragraph 3 of the Agreement between the Kingdom of the Netherlands and the Republic of Uganda on the employment of technical assistants dispatched by SNV-Netherlands Development Organisation, signed at Kampala on 14 May 1990, shall apply to the experts who are employed by the Government of the Kingdom of the Netherlands to work in Uganda in the framework of the technical cooperation and with regard to whom the Kingdom of the Netherlands has proposed in writing and the Republic of Uganda has accepted in writing employment.

If the foregoing proposal is acceptable to the Government of the Republic of Uganda, the Embassy proposes that this note and the affirmative note of the Ministry of Foreign Affairs together shall constitute an agreement between the Kingdom of the Netherlands and the Republic of Uganda which shall enter into force on the thirtieth day after the receipt of the affirmative note of the Ministry and which shall remain in force for a maximum of one year while, in case at the end of this term an Agreement on Development Cooperation between both States has not yet been concluded, a further exchange of notes to prolong this agreement may be concluded.

The Ministry of Foreign Affairs of the Republic of Uganda presents its compliments to the Embassy of the Kingdom of the Netherlands and has the honour to acknowledge receipt of the latter's Note of 12 February 1996, worded as follows:

The Ministry has the honour to inform the Embassy that the proposal in the aforesaid note is acceptable to the Government of the Republic of Uganda and that the Embassy's note and this affirmative note together shall constitute an agreement between the Republic of Uganda and the Kingdom of the Netherlands which shall enter into force on the thirtieth day after the receipt1 of this note and which shall remain in force for a maximum of one year while, in case at the end of this term an Agreement on Development Cooperation between both States has not yet been concluded, a further exchange of notes to prolong this Agreement may be concluded.

The Ministry of Foreign Affairs of the Republic of Uganda avails itself of this opportunity to renew to the Embassy of the Kingdom of the Netherlands the assurances of its highest consideration.

D. PARLEMENT

Het in de nota's vervatte verdrag behoeft ingevolge artikel 7, onderdeel c, van de Rijkswet goedkeuring en bekendmaking verdragen niet de goedkeuring der Staten-Generaal.

G. INWERKINGTREDING

De bepalingen van het in de onderhavige nota's vervatte verdrag zijn ingevolge het in de voorlaatste alinea van nota Nr. II gestelde op 19 juni 1996 in werking getreden.

Wat het Koninkrijk der Nederlanden betreft, geldt het verdrag, evenals de Overeenkomst, alleen voor Nederland.

J. GEGEVENS

De tekst van de op 14 mei 1990 te Kampala tot stand gekomen Overeenkomst tussen het Koninkrijk der Nederlanden en de Republiek Oeganda inzake de tewerkstelling van ontwikkelingswerkers uitgezonden door de SNV, Organisatie voor ontwikkelingssamenwerking en bewustwording, is geplaatst in Trb. 1990, 112; zie ook Trb. 1994, 129.

In overeenstemming met artikel 19, tweede lid, van de Rijkswet goedkeuring en bekendmaking verdragen heeft de Minister van Buitenlandse Zaken bepaald dat het onderhavige verdrag in Nederland zal zijn bekendgemaakt op de dag na de datum van uitgifte van dit Tractatenblad.
