A. TITEL

Overeenkomst tussen het Koninkijk der Nederlanden en de Verenigde Staten van Amerika inzake de status van personeel van de Verenigde Staten in het Caribisch deel van het Koninkrijk;

B. TEKST

Bij notawisseling tussen het Koninkrijk der Nederlanden en de Verenigde Staten van Amerika is op 15 november 2018 te ’s-Gravenhage een verdrag tot stand gekomen, waarin de Overeenkomst tussen het Koninkrijk der Nederlanden en de Verenigde Staten van Amerika inzake de status van personeel van de Verenigde Staten in het Caribisch deel van het Koninkrijk van 19 oktober 2012, wordt uitgebreid tot Curaçao. De tekst van dit in nota’s vervatte verdrag luidt als volgt:

The Ministry of Foreign Affairs of the Kingdom of the Netherlands presents its compliments to the Embassy of the United States of America and has the honour to refer to the Agreement Between the Kingdom of the Netherlands and the United States of America on the Status of United States Personnel in the Caribbean Part of the Kingdom, done at Washington, on October 19, 2012 (the Agreement), which entered into force on September 1, 2013.

The Ministry of Foreign Affairs has the honour to propose that, in accordance with Article II, paragraph 3 of the Agreement, the application of the Agreement be extended to Curacao.

If the foregoing proposal is acceptable to the Government of the United States of America, the Kingdom of the Netherlands proposes that this Note, together with the affirmative Note in reply from the United States of America, shall constitute an agreement between the Kingdom of the Netherlands and the United States of America, which shall enter into force on the date of the notification from the Kingdom of the Netherlands to the United States of America that the Kingdom of the Netherlands has completed all necessary internal procedures required for this agreement to enter into force, and shall remain in force for so long as the Agreement remains in force.

The Ministry of Foreign Affairs avails itself of this opportunity to renew to the Embassy of the United States of America the assurances of its highest consideration.

The Embassy of the United States of America presents its compliments to the Ministry of Foreign Affairs of the Kingdom of the Netherlands and has the honor to acknowledge the receipt of the Ministry’s Note Verbale MinBuZa.2018.1150961 of November 15, 2018, which reads as follows:

The Embassy of the United States of America has the further honor to inform the Ministry that the proposal set forth in the Ministry’s Note Verbale MinBuZa.2018.1150961 of November 15, 2018, is acceptable to the United States of America and to confirm that the aforementioned Note and this Note in reply shall constitute an agreement between the United States of America and the Kingdom of the Netherlands, which shall enter into force on the date of notification from the Kingdom of the Netherlands to the United States of America that the Kingdom of the Netherlands has completed all necessary internal procedures required for this agreement to enter into force, and shall remain in force for so long as the Agreement Between the United States of America and the Kingdom of the Netherlands on the Status of United States Personnel in the Caribbean Part of the Kingdom, done at Washington on October 19, 2012, which entered into force on September 1, 2013, remains in force.

The Embassy of the United States of America avails itself of this opportunity to renew to the Ministry of Foreign Affairs of the Kingdom of the Netherlands the assurances of its highest consideration.

D. PARLEMENT

Het in de nota’s vervatte verdrag behoeft ingevolge artikel 91 van de Grondwet de goedkeuring van de Staten-Generaal, alvorens het Koninkrijk aan het verdrag kan worden gebonden.

G. INWERKINGTREDING

De bepalingen van het in de nota’s vervatte verdrag zullen ingevolge het gestelde in de op één na laatste alinea van respectievelijk nota’s Nr. I en II in werking treden op de datum van de kennisgeving van het Koninkrijk aan de Verenigde Staten van Amerika dat het Koninkrijk alle noodzakelijke interne procedures voor de inwerkingtreding heeft voltooid.
